Thank you for your email received on 26 January 2020 in relation to an inventory of LFB equipment. Please do accept my apologies for the delay in response.
You have asked for full inventory of DIM instruments, HVPs, USAR modules, disrobe (MDD) and rerobe (MDR) packs.
I have provided an overview of this equipment/modules below:
Detection, Identification and Monitoring (DIM) instruments:
DIM instruments are used to:
To ensure safe system of work for incidents involving hazardous materials.
To detect, identify and monitor hazardous materials.
Detection Identification and Monitoring (DIM) instruments can be found on the majority of front line appliances. The quantity and variety of instruments on each vehicle varies with the role of that vehicle and instruments are allocated as per vehicle type.
High Volume Pumping Unit (HVP)
A HVP carries a submersible pump, with a very wide hose. This can be used both to suck up and remove water in a flood, and draw water from bodies of water which can then be used to fire fires. It is my understanding that the LFB currently have six HVPs.
Urban Search and Rescue (USAR)
The London Fire Brigade has been allocated four USAR units out of a total of 20 identical units issued nationally.
Each USAR unit comprises of 5 modules and includes 3 prime movers for their transportation. Each module is numbered from 1 – 5 and is defined as follows:
• USAR1 – structural collapse;
• USAR2 – major transport;
• USAR3 – USAR support to module 1;
• USAR4 – Multi purpose vehicle;
• USAR5 – Timber.
Mass Decontamination Disrobe/Rerobe (MDD/MDR)
Mass decontamination (MD) is a process designed to be employed at any incident where large numbers of the public have, or may have, become contaminated. Disrobe packs are available on front line appliances.
We do not typically provide a detailed breakdown of the equipment located on vehicles as it can be targeted for theft. Therefore, I would consider providing a full inventory of DIM instruments, HVPs, USAR modules, disrobe (MDD) and rerobe (MDR) packs exempt from disclosure under the FOI act under section 31(1)(a) - Law enforcement. Section 31 is a qualified exemption and I must consider the public interests for and against disclosure. It is sadly the case that fire stations and appliances are targets for crime and the loss of equipment prevents the LFB from carrying out its public safety duties. I am therefore of the view that it is in the public interest not to disclose information at the detailed level you have requested.
It is also worth noting that the equipment inventory you have requested also form part of a National Resilience function so you may find further information on their website.
