Dear Northumbria Police,

This FOI request is for information relating to the recruitment process - to find the new Chief Constable for Northumbria. I would like to know, request the following information. The request is for copies of original documents;

1. I would also like to know which part of the recruitment process - to find the new Chief Constable for Northumbria -was NP HR department involved with?

2. Regards 1 above, I would like copies of letters / emails between Director of Human Resources - Joscelin Lawson - PCC Vera Baird, OPCC Northumbria and Winton Keenen. Those which relate to this request and also the recruitment process.

3. How many applications were received in total regards the recruitment process for new Chief Constable for Northumbria?

This part of the request is for full details of the number of applications who did / did not meet the criteria.

4. Was the decision of the panel to appoint Winton Keenen as chief constable unanimous?

5. Details regards the "criteria" that had to be met as part of the recruitment process for new Chief Constable for Northumbria.

6. Copies of each personal letter and copy of candidate brochure which were sent to "all Chief Constables and Deputy Chief Constables" at the time.

7. Where, in which, what publication/s, was the post of Chief Constable advertised following the departure of Steve Ashman?

For this part of the request I would also like copies - of original documents - of following;

a: Copy of each advert from all publications post was advertised
b: A list of each publication the post of Chief Constable was advertised
c: Copies of each invoice from all publications where post of Chief Constable was advertised
d. Total amount spent - for all publications - to advertise post for new Chief Constable of NP

8. A breakdown of all amounts paid by NP which relate to total costs for recruitment process to find the new Chief Constable.

Provision of information held by Northumbria Police made under the Freedom
of Information Act 2000 (the 'Act')

 

Thank you for your e mail dated 24^th April 2018 in which you made a
request for access to certain information which may be held by Northumbria
Police.

 

As you may be aware the purpose of the Act is to allow a general right of
access to information held at the time of a request, by a Public Authority
(including the Police), subject to certain limitations and exemptions.

 

You asked:

All requested information and documents relating to this request
concerning Joscelin Lawson in her roles as Director of Human Resources and
also Director of people and Development.

 

I would also like to add to my request as follows;

 

A. What is the annual salary of Director of Human Resources?

B. What is the annual salary of Director of people and Development?

C. Please also supply full details of all other payments, allowances,
bonuses and benefits that are paid and or which can be claim regards part

We have now had the opportunity to fully consider your request and I
provide a response for your attention.

 

Following receipt of your request, searches were conducted with the Human
Resources Department of Northumbria Police. I can confirm that the
information you have requested is held by Northumbria Police.

 

I am able to disclose the located information to you as follows.

 

A.    The force does not have a Director of Human Resources.  This change
took place on 5^th June 2017.

B.    Director of People and Development is a Band 7 post (salary detailed
below)

C.   A) N/A as no Director of Human Resources post

B) Please find attached an excerpt from the Police Staff Handbook.  The
sections 2,3,4,6 and 7, have been extracted and are relevant to your
question.

We have now had the opportunity to fully consider your request and I
provide a response for your attention.

 

 

As per our responses to you in FOI 121/18 and 011/18, we advised that we
would no longer  be responding to your requests for information regarding
certain topics. 

 

Additionally we have reached a point where we can no longer justify
continuing to allocate public funds to dealing with your requests. You
have submitted numerous requests of a similar nature in a short period of
time relating to allegations, complaints and disciplinary processes made
against Northumbria Police. Each response is met with a further request or
a request for an internal review.  It is apparent that you have an ongoing
grievance against Northumbria Police and have continued to target senior
Officers within the Force through the use of FOI.  This has been subject
internal review and the Force’s decision to class requests targeting
senior Officers as vexatious has been upheld by the Information
Commissioner. FOI is not the correct route to air grievances, and using it
as such is a misuse of the Act.  I believe that this request is linked to
this subject and is an attempt to further your targeted campaign against
Northumbria Police. We therefore feel that we have justification to make
any further request on this, and related matters as vexatious.   

 

You have submitted frequent and overlapping requests about similar issues 
and any response provided inevitably leads to further requests. Such a 
step is seen as a deliberate attempt to cause disruption to staff within 
Northumbria Police who would have to be  extracted from everyday duties
should they have to be committed to  responding to your requests on this
subject. Additionally you have targeted the senior Officers of Northumbria
Police in attempts to undermine those Officers and further your campaign
against the Force.
