New bin delivery - Boxing day

The request was successful.

Dear City of Edinburgh Council,

I live in the EH8 area of Edinburgh and yesterday a van\lorry came round delivering new waste bins to houses on the street. Can you tell me the costs involved in paying these council employees to do this and how much extra they were paid in total for working Boxing day rather than another day of the year?

Yours faithfully,
Ms Kay

Dear Ms Kay

Freedom of Information (Scotland) Act 2002 - Release of Information

Subject: New bin delivery - Boxing Day

Thank you for your request for information of 27/12/2015 where you asked
the following:

I live in the EH8 area of Edinburgh and yesterday a van\lorry came round
delivering new waste bins to houses on the street. Can you tell me the
costs involved in paying these council employees to do this and how much
extra they were paid in total for working Boxing day rather than another
day of the year?

Your request has been processed and considered under the Freedom of
Information (Scotland) Act 2002 and the information is provided below.

On average we deliver 350 new bin requests per day; 90% are delivered
within 20 days.

Edinburgh is divided into five areas; each area is assigned a specific
delivery day.

The staff on bin deliveries work from Monday to Friday; Friday the 25
December and Monday the 28 December are public holidays.

To ensure we did not fall behind on our delivery times it was decided to
work Saturday the 26 and Sunday 27 December as these days are not
statutory holidays for the bin delivery crews. These days were to catch up
for the Christmas day and Monday holidays.

Working a statutory holiday the staff would receive triple time for
working on Saturday and Sunday.  In relation to the 26 and 27 December the
staff receive time and a half for the full day which equates to 7.2 hours
at £10.70 x 1.5 = £115.56 for a bin delivery driver.

The staff therefore receive the same overtime payment as any other weekend
worked (which in the case of bin deliveries is rare).

To promote transparency and accountability, please note it is the
Council’s policy to publish all request details and responses made under
the freedom of information legislation. This information will be made
available through the Council’s website and will not include your personal
details. The disclosure log is available at the following link:

Dear City of Edinburgh Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of City of Edinburgh Council's handling of my FOI request 'New bin delivery - Boxing day'.

I appreciate that you provided a calculation of how much it would cost for 1 individual to work boxing day but you did not provide me with the total costs involved as requested. I may not have been clear enough for you in my original request, I was expecting total costs for all employees who were undertaking this work on boxing day not just the cost it would be for one person to do this.

Therefore in your review I would be grateful if you could provide either the number of employees working on boxing day to deliver bins across the city and I will be able to work out the cost from your previous response or the total costs for all staff undertaking these duties on this particular day.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/n...

Yours faithfully,

Ms Kay

Dear Ms Kay

Freedom of Information (Scotland) Act 2002 - Request for Review

Subject: New bin delivery - Boxing Day

Thank you for your correspondence of 27 January 2016 received by us on 28
January 2016 asking that the Council reviews its handling of your request
for information of 29 December 2015.

You requested a review as you were dissatisfied with the information  you
received as you were “expecting total costs for all employees who were
undertaking this work on boxing day not just the cost it would be for one
person to do this”.

From the Council’s understanding of your original request you would appear
to have received the information initially requested. However, I can
confirm that the Council will deal with your review promptly under the
provisions of the Freedom of Information (Scotland) Act 2002. You will
receive a full response no later than 20 working days upon receipt of your
request.

The review request requires us to determine if the original request was
dealt with and correctly, it does not require the Council to release
additional information.

You note in your review request that you are now seeking the following
information:

“the number of employees working on boxing day to deliver bins across the
city and I will be able to work out the cost from your previous response
or the total costs for all staff undertaking these duties on this
particular day”

I can have this logged and processed as a new request, if you confirm, and
close the review request submitted. This would allow you to quickly
receive a response in relation to the information that you have clarified
you are seeking.

If you are not content with the outcome of the review, you can ask the
Scottish Information Commissioner to review our decision. You must submit
your complaint to the Commissioner within 6 months of receiving our review
response. The Commissioner can be contacted at:
