New AC Louisa Rolfe and Executive Team operations

Dear Metropolitan Police Service (MPS),
On February 11th 2020 it was announced that a recruitment process had begun after Assistant Commissioner Mark Simmons revealed that he was giving extended notice to retire before the end of 2020 ,despite only being in that role for 18 months,having served his entire career of over 37 years in the Met and after being appointed by CC Cressida Dick to replace AC Martin Hewitt.The role, which apparently comes with a £199,386 salary plus London Weighting and allowances, includes having direct responsibility for 40,000 officers, staff and volunteers. The successor will have to deliver aspects of policy and practice, communicating a clear direction and driving performance, and the closing date for applicants was February 24th.

I note that the Home Office National Policing Board of 6th May 2020 met as a videoconference chaired by the Home Secretary with 16 attendees including Martin Hewitt(as Chair of NPCC) and Dame Cressida Dick and Neil Basu of the Met Executive Structure,plus 5 Special invitees which included DCC Louisa Rolfe of West Midlands Police.

There is a certain amount of confusion still existing about this situation as ,when checked today 1st July 2020,the Senior Management Team displayed on your website shows Frontline Policing lead still named as AC Mark Simmons but the Executive Structure pdf shows Met Operations now being led by AC Louisa Rolfe whilst AC Mark Simmons is still there but heading a department entitled Covid 19.
FOI Q1.How many applicants applied for the position of AC before the closing date of Feburay 24th, what were their genders , racial descriptions and geographical location to establish the spread of candidates attracted?
FOI Q2.How were the interviews conducted and who comprised the interview panel?
FOI Q3.When was the successful candidate notified of her result, when did she commence on the Met police payroll and what was her agreed salary plus London allowance plus any other payments including relocation and legal expenses?
FOI Q4.Will the new AC be provided with a new car of her choice, and if the previous AC was provided with a car what happens to it?Are the cars leased, what type of cars are the Executive team currently provided with,and does the Met pay for the insurance?Are the Executive Team cars subject to Congestion Charges and,if so,who pays for the charges?

The current Executive Team pdf June 2020 shows AC Louisa Rolfe as Head of Operations but Mark Simmons is still there isolated in a department called Covid 19.Is Mr Simmons still on his full salary of circa £200,000 for his now massively reduced workload and when is he due to be signed off the Met police payroll and retire?Which of the Executive Team are currently designated working from home and which are attending the H.Q building as normal?

Dear Cyclops on behalf of Paul Mayger,
Please consider these requests to have been completed satisfactorily, I consider your service to have been excellent.Just for the purposes of avoiding having to open your attachment file I have copied and pasted your responses below,thank you for completion.
FOIQ1.3 eligible applicants applied for the role of AC, of which 2 were female and 1 was male. One applicant was from the MPS, one was from West Midlands, and one was from South Wales. All were non-BAME.
FOI Q2.The interviews were conducted face to face, although some panel members dialled in via video conferencing due to the COVID-19 outbreak. The panel members were: Commissioner Cressida Dick, Deputy Commissioner Steve House, Chief of Corporate Services Robin Wilkinson, Deputy Mayor Sophie Linden, and Chief Executive of London borough of Newham Althea Loderick (independent panel member). All candidates, including the successful candidate, were notified of the result on 6 th April.
FOIQ3.She was notified of the result in April and she commenced on Met Payroll on 29 th June 2020. Her starting salary and allowances were as determined by the Police pay bodies: Pay was £199,386 per annum and the value of her London allowance, London weighting and Housing allowance was £11,514 per annum.
FOIQ4.Officers are given the option to take either a car or an alternative annual allowance .she has elected to take the car allowance. The previous AC also chose the allowance. In the event that the car had been chosen, it would be covered under the Met’s insurance scheme however the individual is then personally liable for the benefit in kind tax relating to the vehicle and the insurance. Congestion charges across the entire Met fleet operate as per TfL guidelines.
FOIQ5.AC Mark Simmons delayed his retirement to manage the Met’s response to Covid-19 which was a huge undertaking. He is however now due to retire early 2021. The Executive team locate themselves between home and the office on a flexible basis in such a way as to meet all operational demands.
