Dear HM Treasury,

In May 2018 the Permanent Secretary of the Department of Health (NI) publicly announced a redress scheme for patients of the Neurology Recall. In order to do so, discussions on where this money would come from would’ve taken place.

1. What discussions did the Treasury Department have in relation to this scheme?
2. Since May 2018, what discussions has the Treasury Department had regarding this scheme?
3. How does the Treasury Department plan to fund compensation for Neurology victims?
4. Are you aware of other sources of funding? For Example, from pharmaceutical companies?

Thank you for your follow up to your IR response yesterday.

The Northern Ireland Executive receives funding through the Barnett
formula in relation to UK Government spending. It is for the Northern
Ireland Executive to decide how to allocate this funding across its
devolved responsibilities, including how to provide support for this
scheme. That is why in our previous response we advised that you approach
the Northern Ireland Department of Finance ([email address]) as they
are the Department responsible for Northern Ireland Executive spending;
HMT does not hold the information you have requested.

The Act is only designed to provide information held by public bodies – as
described at the start of the Act. We often get people asking questions
under the auspices of the FOI Act and we cannot provide a formal response,
unless we hold recorded information that gives an answer to the questions.

The Information Commissioner has published guidance on how to make
requests to help address this point. How to access information from a

Within the IR response – all information of how to pursue a complaint to
Information Commissioners Office was also provided.
