Thank you for your request dated 20 March 2014 in which you requested a
copy of the Network Management Plan.
We are unable to provide you with a copy of the Network Management Plan at
the present time as this document is in the course of completion. We
therefore rely on the exemption in Regulation 12(4)(d) which provides that
a public authority may refuse to disclose information to the extent that
the request relates to material which is still in the course of
completion, to unfinished documents or to incomplete data.
We have considered the public interest in deciding whether or not, despite
the above, the information should indeed be withheld. It is not necessary
to prepare a Network Management Plan and the document remains unfinished
and has not been signed off. On that basis it may still contain some
inaccuracies. Once it has been signed off we will publish it so it is
available for the public to read.
If you are unhappy with our response to your request you can ask for an
internal review of our decision. Please send details of your request for
