Net zero vs carbon neutral

Response to this request is long overdue. By law, under all circumstances, Dorset Council should have responded by now (details). You can complain by requesting an internal review.

Dear Dorset Council,

I have read a number of your documents (strategy and plans) and releases about Dorset's Climate Change Emergency strategy. Frequently these documents interchange 'carbon neutral' and 'net carbon zero' as terms used to describe your targets and aims. This even occurs within the same document. It would be helpful if you could explain to me which is correct with respect to your targets and how you are defining the relevant term (to demonstrate you have achieved your 2040 target for example).

Likewise, please could you provide information about how the council will balance its inevitable emissions with ways to remove carbon/greenhouse gases from the atmosphere. I was unable to find details of this balance within your action plan. If I have missed something, please can you point me to the relevant part of your plan.

dealt with under the Environmental Information Regulations 2004 (EIR). The
EIR is broadly the same as the Freedom of Information Act but covers

Our response to your request is as follows:

 

Dorset Council has taken the terms 'Carbon Neutral' and 'Net Zero
emissions' to be the same thing within the strategy, i.e. the definition
set out in the glossary for Carbon Neutral is - 'having no net carbon
release of carbon dioxide to the atmosphere'.

 

In general terms this means we will aim to reduce our direct emissions to
zero, but recognise that if there are any emissions we have not been able
to directly remove we will need to offset these in some way, perhaps
through some form of carbon sequestration. How we determine how we achieve
this (if it is needed) is yet to be determined but some of the initial
actions set out in the strategy will aim to explore this in more detail.

Objective:

- Protect and increase ecological value, carbon sequestration and climate
resilience on Council land

- Identify areas on Dorset Council land to enhance ecological value,
carbon sequestration and climate resilience (surface water run-off and
natural flood management)

- Develop a scientifically robust approach to identify and monitor carbon
sequestration values of council owned open space

- Develop business case for large scale commercial carbon sequestration
scheme within Dorset and implement scheme if feasible

 

With regard to knowing when we reach the 2040 target several actions in
the strategy set out the need to further develop our baseline and to
measure and report progress. Examples can be found within our Making it
Happen Action Plan:

Objective:

- Ensure robust monitoring and reporting of progress

 

Actions:

- Develop a robust baseline for Council and County carbon emissions and
ecology

- Consider monitoring and reporting wider emissions from Council
activities (Scope 3) such as procurement

- Monitor and report on actions and progress in achieving carbon reduction
by producing a biannual report of progress on climate change targets,
budgets, and actions

 

As the strategy highlights we do not yet have all the answers and things
will develop over time, but we will be heading in the right direction at
pace to meet the interim carbon targets set out in the strategy.

Please note that the current information on the website links provided are
to the draft strategy and action plan. This has since gone through a
public consultation process and will be updated shortly. As part of this
process the Council has committed to providing a bi-annual report
detailing progress against the strategy and action plans. We are aiming to
produce the first of these later in the year.

 

As you note the ‘Making it Happen’ actions are critical to ensure the
strategy is delivered and these are being progressed as quicky as
possible. Some of the areas in this part of the strategy that are
currently underway or recently completed include (this is not an
exhaustive list):

 

Maximising opportunities for funding (secured in excess of £23 Million in
past year from government and EU funds for low carbon programmes on our
estate and for Dorset organisations)

Actively engaging with peer group/networks and central government to share
best practice, lobby and develop work programmes

Revising governance structures and delivery models

Building Climate change into committee decision process and developing
tools to undertake impact assessments

Raising awareness internally and external and exploring options for staff
training

Consulted with residents on the strategy and action plan

Developing a communication plan

Revising our carbon emissions baseline, monitoring & reporting processes
and building this into the Councils performance management framework

 

As noted, full details of progress will be published in the first
bi-annual progress report later in the year.

This date is well before your email of 21st Sept when you said it was not available. Please could you comment on this difference and why it wasn't sent at that time, and if this is the true finalised strategy?

Please could I return to my information request of 10th June to provide information on the achievement of relevant targets/milestones which was only partly addressed by you at that time as the plan was still draft. Please can I request this information again for the finalised 30 actions listed in the updated Making it Happen action plan. I have looked at the progress report and it does not report this information or plan milestone/target achievement.

Our response to your request is as follows:

 

Qu – The action plans are not dated but look like they have changed. The
strategy is dated 15th of July. This date is well before your email of
21st Sept when you said it was not available. Please could you comment on
this difference and why it wasn't sent at that time, and if this is the
true finalised strategy?

With regards to your question on the publication date of 15^th July of the
[1]Climate and Ecological Emergency Strategy - Dorset Council, the date on
the cover of the final strategy document reflects the date of endorsement
by the Full Council, i.e. the date the Council adopted the strategy. In
reality it took some time to produce the final publishable strategy and
action plan documents, incorporating all the changes agreed for the final
version by Full Council. As previously there was a further delay in
publishing the final documents online due to technical updates to the
Council website. The strategy and action plans now available online are
the final versions. The aim is for the action plans to be living documents
to develop and update over time.

 

Qu – Please could I  return to my information request of 10th June to
provide information on the achievement of relevant targets/milestones
which was only partly addressed by you at that time as the plan was still
draft. Please can I request this information again for the finalised 30
actions listed in the updated Making it Happen action plan. I have looked
at the progress report and it does not report this information or plan

we are in the process of improving reporting and monitoring structures for
the strategy and plan to publish a more detailed progress update on the
strategy and action plans in the spring. This document should provide the

Dear Freedom of Information,

Disappointing again that no information is available on the plan's actions. When I asked in June you pointed me to the upcoming progress report for full details. But now you point me to the next progress report. It's very strange that you don't have any mechanism for monitoring progress against actions or any information available on action achievement. Why is this?
