Dear Scottish Natural Heritage,

Could you forward me any documentation you have which would help me understand the Scottish Natural Heritage policy for directly funding a local government authority service, please?

Yours faithfully,

Dear Mr Lawrie,

Our website contains some information about what we do fund and what we don't fund through our Grant programme. Here is the link to this information:

http://www.snh.gov.uk/funding/our-grants...

This page also contains a link to our current guidance on SNH funding and local authorities (http://www.snh.gov.uk/docs/A855874.pdf )

Please note that each grant application is assessed on its own merits.

I hope this information meets your requirements but please do not hesitate to contact us if you wish to discuss this further or require any more information.

You can ask SNH to review how we applied the Environmental Information (Scotland) Regulations 2004 to your request. To do this please write to us within 40 working days at Battleby, Redgorton, Perth, PH1 3EW or email us at [SNH request email], explaining your concerns. Our Director of Policy and Advice, Susan Davies or her nominated delegate will carry out a review of our response and provide an outcome within 20 working days. If you’re not happy with the outcome of SNH’s internal FOI review you can make an appeal to the Scottish Information Commissioner. The Scottish Information Commissioner can be contacted at: Scottish Information Commissioner, Kinburn Castle, Doubledykes Road, St Andrews, Fife, KY16 9DS, Telephone: 01334 464610: http://www.itspublicknowledge.info/

Dear FOI,

Many thanks for your response and documents but I'm struggling to find information based on direct funding to a local government authority - most of what I've read seems to relate to funding if the authority is a partner in a project and this is also suggested in the information you have sent me. I am looking for information relating to funding direct to a recognised council service, not a project or partnership as such. Is there an SNH policy on funding Local Governemt Authorities directly?

Yours sincerely,

Iain Lawrie

FOI, Scottish Natural Heritage

Dear Mr Lawrie,

Would it be possible to arrange a phone call to discuss your request? I am not sure what exactly you mean by direct funding to local authorities in terms of how SNH operates so I have not been able to effectively search for this information. It may be helpful to explain the various arrangements SNH have in place and you can then decide what information about these arrangements meets your needs.

You can contact your local SNH office and they can pass my number on to you. Or alternatively you can contact the FOI team at our Battleby office.

You can find out the details for these offices on the Contact Us page on our website:

http://www.snh.gov.uk/contact-us/how-to-...

I look forward to discussing this matter with you soon.

Yours sincerely

Dear FOI,

I would prefer to keep my FoI request documented, rather than discussing this over the telephone.

From your response it appears that you're seeking clarification on the phrase "direct funding to local authorities". Previously the information you referred me to was helpful in that it shows SNH funding available to projects and partnerships. However I am interested in SNH funding local government authority services. So perhaps my question can be better addressed and understood if I ask; does SNH fund council services (excluding projects that involve council services as a partner body) and if so, under what circumstances is funding made available to the council service? It would also be helpful if you list the current council services that SNH fund.

I hope this clarification is sufficient for you to address my FoI request but if not then do point out specifically which parts require further clarification.

Yours sincerely,

Iain Lawrie

Dear Mr Lawrie,

Thank you for this clarification. We are currently working on our response and will respond to you as soon as possible and in any case by the 8 November.

When we have spoken with FOI/EIR applicants on the phone, we have followed this up immediately with an email documenting the call and detailing what information SNH is to provide. Applicants then reply by email to let us know if they agree with the approach detailed or if they want more discussion. Applicants tell us that they have found this additional contact from SNH helpful.

Yours sincerely
