NESBReC biodiversity Datasets

Iain Lawrie made this Freedom of Information request to Scottish Natural Heritage

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

Response to this request is long overdue. By law, under all circumstances, Scottish Natural Heritage should have responded by now (details). You can complain by requesting an internal review.

Dear Scottish Natural Heritage,

As the organisation who contributes the greatest single financial element to fund Aberdeenshire Council's NESBReC biodiversity project I would like to know what the public actually receive in return for this money. Currently Aberdeenshire Council appear to be concealing the metadata for datasets despite clear and repeated requests for that information. Do you have access to the metadata for all datasets created at NESBReC and if so can I have a copy of the metadata for each dataset?

Can I also have a copy of the datasets with up to date information or any location where these datasets can be delivered electronically free of charge?

Yours faithfully,

Iain Lawrie

FOI, Scottish Natural Heritage

Thank you for contacting SNH.

We are currently out of the office and will deal with your email as soon

Dear Mr Lawrie,

We are finalising our response to your request. Among the information we are releasing to you is a very large dataset. We have looked at ways of sending this to you electronically but unfortunately it is not possible for us to do this. We can release the information to you on a CD.

If you provide us with a postal address we can send the CD to you by special delivery. Alternatively, you can collect the CD from your local SNH office if you let us know which location would be most convenient for you:

http://www.snh.gov.uk/about-snh/snh-in-y...

I look forward to hearing from you soon.

Yours sincerely

Dear FOI,

Hi

It would be helpful if you can release the metadata so that I can determine what dataset(s) you are proposing to copy to CD - it is the refusal of the council to release the metadata even although there is a statutory requirement for them to do so under the INSPIRE (Scotland) Regulations 2009 that is causing needless confusion. I am particularly interested in all species data in the NESBReC dataset along with the metadata for this dataset. This is currently listed on the NESBReC website as "Currently, over 1.2 million species records are held, as well as other biological datasets" and it is the metadata along with the datasets that I'd like. I believe the Cairngorms NP have also submitted records to NESBReC and I'd like these to also be included.

If you need to deliver it to an office then I'd suggest the Aberdeen Office as I can pick it up from there easily enough.

Yours sincerely,

Iain Lawrie

Dear FOI,

Hi

Thanks for the info - can you clarify what you mean by the NESBReC grant? I was under the impression that the money was paid to Aberdeenshire Council and would therefore be an Aberdeenshire Council grant?

Perhaps you could also clarify the data owners for the dataset in row 2 of the spreadsheet 'General Species'. At the minute this is down as Data_Owner_Coordinator > NESBReC but as NESBReC is an Aberdeenshire Council project then can you confirm that the council are the owners of the dataset? If they are not then it would be helpful if you can tell me who the owner is.

Yours sincerely,

Iain Lawrie

Dear Mr Lawrie,

For an explanation of our grant funding of the NESBReC project please refer to our letter to you dated 18 September 2015 (ref: SIR138004/A1730013). The link to this letter on the “What Do They Know” site is:

https://www.whatdotheyknow.com/request/2...

We hold no additional information about the ownership of data in the spreadsheet 'NESBReC Datasets' that we released to you on 27 January.

Yours sincerely
