Dear Herefordshire Council,

When a parish council is formulating a neighbourhood plan they have a statutory duty to consult with local people and landowners. What is there in the statutory provisions and/or guidance to ensure that such consultations are brought to the attention of landowners who reside miles away from the parish and let their land to farming tenants?

Thank you for your speedy and helpful reply. I note ‘publicise, in a matter that is likely to bring it to the attention of the people who ... carry on business in the neighbourhood area’. An absentee landlord carries on the business of land ownership/letting of land. ;-)
