Negotiations with Powerfuel Portland to for a CHP supply to HMP the Verne
Dear Ministry of Justice,
Please provide me with copies of emails and any other communications with Powerfuel Portland Ltd, in connection with a future supply of heat and power from a waste incinerator to be built directly below HMP The Verne, Portland, as well as heat to HMP YOI Portland
Powerfuel Portland claim that it has engaged with the Ministry of Justice (MoJ), AECOM (their external engineering consultants), the Cabinet Office and BEIS over the past 12 months and I therefore request copies of all communications between these parties that give evidence that the MoJ have significant demand for heat and that could facilitate investment in a DHN.
Powerfuel claim that in respect of financial standing, which is a key concern when considering investment in a DHN is the certainty of future cash flows. A long term contract for heat (and potentially power) with HMP The Verne and HMP YOI Portland would generate the long term, contracted and therefore bankable cashflows that would allow external finance to be raised to fund the upfront capital investment.
Powerfuel state that they have committed significant time and cost to develop a proposal with the MoJ and review the potential for a DHN, in particular Powerfuel Portland Ltd claim that The MoJ sustainability team and AECOM have participated in a number of calls with Powerfuel and Arup to ensure that the key technical requirements were understood on both sides.
I would be grateful if you could provide me with the communications that shows that the MoJ have entered into discussions with Powerfuel Portland Ltd with a view to becoming the 'Cornerstone Offtakers' of their heat and potential their power, from this waste incinerator proposal which is to be built below HMP The Verne and that the MoJ have confirmed their interest.
