Healthcare (NHS CHC) and NHS-funded Nursing Care (2012) refers to either:

 

•      The process of reviewing eligible cases to reassess care needs to
ensure needs are being met and packages of care remain appropriate and
effective.

 

Or

 

•      A review of an eligibility decision in the event that the
individual or someone acting on their behalf disagrees with it.

 

For the purposes of this request we have taken the term “retrospective
review” to mean the latter and we can confirm that NHS England does not

I am writing to request an internal review of NHS England's handling of my FOI request 'National Risk Pool and Retrospective Review of Continuing Health Care'.
I cant believe the naivety of your answer.You want clarification of Retrospective
and Review .Retrospective Review of Continuing Health Care has been in place
since Sept.2012,it was advertised on TV channels,Newspapers,everywhere and
you do not know about it? It is being run by the NHS and is still in operation
today due to overwhelming demand,check your own website.
To say to me ask the CCG's is pointless because they will only say they give money
to NHS England,they dont know what you do with all this cash,so tell me what is
happening with all the money in the National Risk Pool,a simple question.

The FOI Management team have reviewed your request and this letter
provides an outcome of this review.

 

It was noted that your original response was issued within the statutory
guidelines of 20 working days on Day 19.

 

It has also assessed whether you had received an appropriate response to
your request and in doing so has again liaised with the relevant team
within NHS England.

 

Having considered the additional information provided within your Internal
review request the team have now re-considered the position and have
considered that your request was referring to the NHS Continuing
Healthcare Risk Pool set up to pay for Previously Unassessed Periods of
Care (PUPoC).

 

On that basis we can confirm that the pool has been operating since
2013/14.  Each year it has been funded by contributions from CCGs.  The
CCGs then submit claims to NHS England for the cash re-imbursement of
payments made by the CCG in respect of claims that have been assessed by
the CCGs as eligible or partially eligible.

 

CCG contributions to the NHS Continuing Healthcare Risk Pool in 2016/17
are £100m. No further contributions to the Risk Pool are required from
CCGs and any future settlements for PUPoC cases relating to the period
ending 31/3/2012 will be a central pressure for NHS England.

 

We hope this satisfactorily addresses and explains our handling and
response to your FOI request. However, if you are not content with the
outcome of the internal review, you have the right to apply directly to
