Further to your request of 7^th August and our subsequent acknowledgement
of 8^th August please see our responses to your questions below.

 

1. A copy of all outputs from Involve related to Stage 2.

4. Any notes/minutes related to that meeting.

We have withheld the information in relation to these two questions from
disclosure in accordance with Section 22 of the Freedom of Information Act
2000 as it is intended for future publication. We have carried out the
public interest test in relation to this exemption. The arguments for
disclosure of this information are that it is generally accepted that
disclosure of information can increase transparency, accountability and
trust in an organisation. However, the arguments against disclosure are
that it is our intention to publish a report which will contain the
outputs and further detail from Stage 2 of our National Review of Boat
Licencing in due course. This report will be published once it is
finalised and agreed. The risks of prior publication cannot be mitigated
adequately by providing explanatory commentary alongside any disclosure.
Also, publishing the information at this stage is likely to lead to
confusion if changes are made at a later date and it leads to more than
one version of the report being available online. Therefore, we are
withholding the information at this stage.

The above chart confirms the actual number of participants invited to the
workshops totalling 135. However, additional invitations were sent where
take up was low following the first two workshops which brought the
invitation numbers to 186 in total.  

 

The information you have requested in relation to part 2E is not held by
the Trust as we did not ask for the dimensions on boat width when inviting
participants to show interest.

 

3. Any recorded information provided to the recent meeting with NAG/Boater
Council members.

The information you have requested here is not held by the Canal & River
Trust as no such information was provided.

Dear Canal & River Trust,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Canal & River Trust's handling of my FOI request 'National Review of Boat Licencing - Stage 2'.

My request was in four parts and I am content with your response to parts 2 and 3. However, I would like the reviewing officer to consider the matter of C&RT's response to part 1 and 4 of the request -

1. A copy of all outputs from Involve related to Stage 2.

4. Any notes/minutes related to that meeting.

Bearing in mind C&RT's claim that Involve are 'independent', I have some difficulty in understanding why C&RT thinks its output is subject to change and should be withheld. After all, C&RT did publish its Involves stage 1 report ...

I would also point out that, whilst C&RT did publish stage 1 output, there is no evidence of an intention to publish similar for stage 2 'at a later date'.

With regard to 'Any notes/minutes related to that meeting', this meeting does not appear on your meetings calendar. I see no justification in your response for withholding the information.
