National Non-Domestic Rating List - FollowUp

Dear Valuation Office Agency,

I am writing to request some information under the Freedom of Information Act.

These questions relate to the National Non-Domestic Rating List which the VOA make available for reuse via subscription under the Open Government Licence (OGL) and which can also be manually searched here: http://www.2010.voa.gov.uk/rli/.

I am trying to establish whether there is any third-party intellectual property (IP), for example Royal Mail or Ordnance Survey data or database rights, in the address information within that dataset that is not covered by the OGL licence.

Specifically:

1. During the process of adding new addresses to the database, is the Postcode Address File or AddressBase used to either a) validate, b) correct or c) create the new address?

. When the dataset was first collated into its current form was the address information in the dataset either a) validated, b) corrected or c) created using either the Postcode Address File or AddressBase?

I am submitting this request publicly through WhatDoTheyKnow in order to ensure that there is a public, referenceable record of your response.
