National Insurance Number Interview obligation criteria

HM Revenue and Customs did not have the information requested.

Dear HM Revenue and Customs,

Could you provide me with a detailed list of criteria whereupon the obligation to attend a personal interview to receive a National Insurance Number is based, and the reasoning thereof. According to the relevant page on the gov.uk website (https://www.gov.uk/apply-national-insura...) a request might be made to attend an interview in person.

" National Insurance number interview
Jobcentre Plus may write to you and ask you to come to an interview where you’ll be asked about your circumstances and why you need a National Insurance number."

As a British citizen currently living in Britain the reasoning behind the obligation to attend an interview and take up valuable time of the relevant civil servants and of myself is entirely unclear. The staff on the helpline and at the local Jobcentre Plus were unable to provide me with more details as to the specific reasoning. The use of the word "may" on the website implies that it shouldn't be a matter of course, yet no further details are given.
