Narconon / Scientology cult
Dear Hastings Borough Council,
This is a request for information under FOIA and/or EIR.
It concerns the premises at 2 Albany Rd, St Leonards'-on-Sea, which I understand falls within your borough.
At that address, an organisation called Narconon (an offshoot of the Scientology cult) purports to perform drug rehabilitation work, based on supposed 'technology' invented by L. Ron Hubbard, the founder of Scientology.
The 'technology' is not recognised by medical science, and is very much outside mainstream or accepted practice for drug and alcohol rehabilitation.
My query is:
Please provide information held by the council's Environmental Health Department, in respect of this address and/or this organisation.

Fee's Notice
Many Thanks for your recent Freedom of Information request no: 12/387, we hold 2 inspection reports in relation to your request, one dated October 2005 and the other March 2011, copies of these are not available electronically therefore I intend to charge a fee for the information requested. The fee is charged under section 9 of the Freedom of Information Act 2000 and in accordance with the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004.
The fee payable is £1.30
The fee relates to costs of reproducing documents containing the information requested, and has been calculated as follows:
- there are 13 pages of A4 information which require photocopying
- the cost to us of each document is 10p
We are not making any charges relating to postage or other forms of transmitting the information, personal information on these reports will be redacted as this falls under section 40(1) personal data about the applicant and is an absolute exemption.
We are not obliged to comply with the request for information unless the fee is received within three months of issue of this Fee's Notice.
Should you wish to proceed with your request for information, please send me a cheque for the above sum made payable to 'Hastings Borough Council' to the address below. If I do not receive your payment by 19th December 2012 I will consider your request for information to be closed.

Do not pay £1.30. If the documents can be photocopied they can clearly be scanned and emailed e.g. as PDF. I predict at least 95% of the council's copiers are digital and capable of this.

I am writing to request an internal review of Hastings Borough Council's handling of my FOI request 'Narconon / Scientology cult'.
I would like the information to be provided in the format I requested, because I believe that it is 'reasonably practicable' for the public authority to do so. You may wish to refer Section 11(1) of the Freedom of Information Act 2000.

Thank you for your E Mail dated 20th September 2012 requesting an Internal
Review following your Freedom of Information Request 12/387 as to why your
request could not be sent in the format requested.
The documents you requested under Freedom of Information are not available
electronically therefore where photocopied from our files, these documents
also required redacting to remove personal names within the report,
personal details fall under Section 40 (1) of the Freedom of Information
Act 2000 - Personal Details about the Applicant, this is an absolute
exemption therefore a Public Interest Test does not apply and we will not
be supplying this information to you.
However since your E Mail, Hastings Borough Council have installed new
Multi Functional Devices throughout the Authority and I now have the
facility to scan documents and create a PDF file.
Please find attached the reports requested in relation to your Freedom of
Information Request ref: 12/387 in the format requested
