Names of non-legal tribunal members - FTT (GRC)

I see that the MPTS provides the full names of all of its tribunal members and relevant information about them. For example:

Please provide the names of all people who became eligible to sit on panels (information rights) since 1 April 2020 as well as the biographical data you hold on them similar to that contained in the document I have linked to above.

What do they mean by 'non-legal members'?

Perhaps they mean panel members other than the judge? Or do they mean panel members without any legal qualifications? Some panel members, other than the judge, are legally qualified.

This appears to be a very partial list.

Are all these panel members still sitting on panels or not, and where are the rest?

The list includes a lot of names I have not seen in decisions promulgated in the past few years. It also includes the names of people with a start date of 1998 and 1999.

I still can't understand how the non-judge panel members can be anything other than window dressing.

How can two non-legally qualified panel members have any serious influence on a judge's decision?

The three of them will sit down and the judge will tell them what the decision is. It is true that there have been the odd occasion where one of the non-legal members took a contrary view to the judge, but it appears never both. It looks good if one panel member very occasionally disagrees with a judge, because it gives the appearance that the process is truly collegiate. But, the proof is in the pudding - where is the evidence of both non-legal members ever disagreeing? If this did happen, I believe the judge would just make them change their mind. The alternative is that legally unqualified people would make a judge write a decision that the judge did not agree with and that may or may not be legally unsound.
