The response is a refusal on grounds including that some of the information requested will be published in the future. In respect of some of the material requested they have claimed dealing with the request would exceed the the cost limit. They point to the last data release at:

https://www.gov.uk/government/statistics...

They point to the "Data Underlying SID 2017" file and say "you can filter by ‘Recipient Country’ for projects specifically related to Zimbabwe and will be able to identify some of the organisations receiving funds by ‘Channel of Delivery’." That data only goes up to 2016 though.
