Further to your complaint received on 19 October 2018 I have been asked to
undertake a review of the response to your request for information under
the Freedom of Information Act 2000 request ref. 18191014.

You have requested a list of all the individual teams within Children's
and Young People social services including the names and contact numbers
of all team managers.

In response to your request you were provided with a structure chart
showing the names of all senior officers.  The names of the post holders
in all other positions were not disclosed to you as they were considered
to be personal information and the exemption found at section 40(2) of the
Freedom of Information Act was applied.

In conducting your internal review I have considered your original request
and the information held, together with the Council's original response
and the guidance issued by the Information Commissioners Office.  I am of
the view that the names and contact details for the team managers are
personal information and should not be disclosed in response to an access
to information request.

Managers do not hold posts of sufficient seniority such that they would
have an expectation that their information would be placed within the
public domain.

The Public Interest Test

As section 40(2) is an absolute exemption I have not considered the Public
Interest Test on this occasion.

Conclusion

In light of the above your complaint is not upheld.

If you remain unhappy with the outcome of your internal review, you are
entitled to refer your complaint to the Information Commissioner's Office
(ICO) for a decision.
