Dear Highland Council, The Highland Council have been unofficially
running the named person scheme since 2009. As the supreme court have
ruled that the information sharing provisions to be "not in accordance
with the law" and have now put a block on this scheme being implemented
across Scotland until the info sharing and the guidance etc are fixed i
would like to know several things . 1 : Are HC still running the NAME
PERSON scheme or has it been paused ? 2 : In the time HC have been
running this how many children and been put on a child's plan? Or had
the NP involved in their family lives ? 3 : How many kids were on the
protection register before the NP was implemented ? 4 : Have parents
been informed that their kids have a named person? As this is a legal
requirement ? If so i would like to see the letter or other relevant
info that's been sent to parents . 5 : What complaints procedure does HC
have in place for parents and families ? Please provide a copy . 6 : How
many complaints have been received from families about about the NP or
their conduct ? 7 : What statutory footing was used for this being
implemented 5 years before the act was voted on in parliament ? Thank

The requester has asked several questions and it would appear that at least 1 of those hasn't been replied to, or been fudged.
Question :
4 : Have parents been informed that their kids have a named person? As this is a legal requirement ? If so i would like to see the letter or other relevant info that's been sent to parents .
The reply :
Parents are routinely informed of the role played by midwives, health visitors and the school at the point of first contact. We have not provided written information for health visitors for some time, but new material is presently being developed. Information regarding schools is routinely included in school handbooks, for example see p15 at: http://www.highland.gov.uk/downloads/fil....
The requester didnt ask for information on the role of midwives/health visitors etc . The requester specifically asked if parents have been informed if their kids have a named person . Which is different to informing them what role a midwife has .
So have parents been specifically informed that their kids have a named person ? Yes or no ?
