My response is as follows:


I can confirm we hold the information you have requested and have prepared
the attached redacted version of the full report prepared by GL Hearn. 
This report is redacted due to containing commercially sensitive


Section 43 (2) of the Freedom of Information Act allows us to withhold
information if to provide it would be likely to prejudice the commercial
interests of any person and it is in the public interest to withhold the
information. We think that to disclose the commercial information relating
to potential rent (and associated deal) the Council can get from the two
properties would prejudice the commercial interests of the Council. We do
not believe it would be in the public interest for this information to be
placed in the public domain, because the Council ran a public consultation
in 2016 regarding the relocation of Muswell Hill Library and the response
was largely against relocating the library and subsequently the Council
has decided not to relocate the library, therefore there is no public
benefit to the commercial information being released.   This response is
therefore a refusal notice, in part.


To answer your second question, we can confirm GL Hearn were paid a total
of £10,000 to prepare this report.
