February 2016 concerning female genital mutilation. This request will be
dealt with under the terms of the Freedom of Information Act 2000.

 

Your request will now be considered and you will receive a response within
the statutory timescale of 20 working days as defined by the Act. In some
circumstances Avon and Somerset Constabulary may be unable to achieve this
deadline if consideration needs to be given to the public interest test.

I regret to inform you that Avon and Somerset Constabulary have not been
able to complete its response to your request by the date originally
stated. 

 

I now advise you that the amended date for a response is no later than
18^th April 2016.  This is due to consideration being given to the
application of a qualified exemption, and as such will require further
consideration regarding the public interest test.  I can assure you that
every effort will be made to ensure an appropriate response will be made
within this new timescale.

I write in connection with your request for information dated 18^th
February 2016

under the Freedom of Information Act.

 

Specifically you asked:

 

How many cases of female genital mutilation have been reported to your
force in the past 12 months.

    

How many arrests and prosecution have followed as a result of these
complaints.

 

Please note these figures relate to incidents reported to Avon and
Somerset Constabulary. Other agencies are also involved in dealing with
these types of offences therefore these figures may not reflect an
accurate picture of FGM within the jurisdiction of the Constabulary.

 

All reports to the police are recorded within the crime recording database
as crimes/incidents or intelligence reports and are all overseen by the
Public Protection Unit Investigation teams and Safeguarding units and are
all thoroughly investigated. 

 

We have identified 45 reports of female genital mutilation in the last 12
months. This includes both crime, no crime and non- recordable reports.
There have been no arrests or prosecutions. We have two ongoing cases that
are being investigated.

 

In relation to FGM in many of the cases there was insufficient evidence to
show that a crime had been committed but police, in conjunction with
Social Care, responded to these concerns to minimise any risk to the
child. This response involves a direct approach to the child, followed by
an approach to parents where the law concerning FGM is reiterated. Parents
are asked to sign an agreement confirming that they will not subject their
daughter to FGM and are advised that the situation will be monitored.
Since 17^th July 2015 the law now allows for FGM Protection Orders to be
issued by the Family Court in higher risk cases.

 

In Bristol, Avon & Somerset Police are part of The Female Genital
Mutilation (FGM) Delivery and Safeguarding Partnership, which is a group
of statutory agencies, voluntary groups, charities and members of
Bristol’s local communities working together with the common goal of
stopping FGM. This group reports to the Bristol Safeguarding Children
Board (BSCB) and the Bristol Domestic and Sexual Abuse Strategy Group
coordinated by Safer Bristol.
