ACCOUNT, Unmonitored, Department for Education

Dear Alex

Thank you for your request for information that we received on 29 August
2019. You asked for: “1. A list of multi academy trusts and a primary
contact within the trust 2. The total energy usage for each multi academy
trust for the following years; 2016, 2017, & 2018 3. The total energy
spend for each multi academy trust for the following year; 2016, 2017, &
2018.”.

I have dealt with your request under the Freedom of Information Act 2000
(“the Act”).

1. Under section 21 of the Act the department is not required to provide
information in response to a request if it is already reasonably
accessible to you. A list of academy trusts is available on the
department’s ‘find an establishment group’ section on the website
[1]https://get-information-schools.service.....

You can access the data by following the steps below:

•         on the home page select the ‘Find an establishment group’ tab;

•         select and search ‘All establishment groups’;

•         on the left hand side of the page there is an option to select
the establishment group type: choose ‘Multi-academy trust’; and

•         to access a dataset with trusts’ names, postal addresses and the
number of associated academies you can either select relevant trust
individually to see their online record, or select ‘Download these search
results’ in the top right corner of the screen to download the entire
dataset.

Please be advised that we are withholding the primary contact details for
each MAT under section 40 – personal information – of the Act. Academy
trusts are required to provide the department with direct contact details
for their chair of trustees, accounting officer, chief financial officer
and all members and trustees. However, these would be considered 3^rd
party personal data. Personal data is that which relates to a living
individual who can be identified from that data, or from that data and
other information, which is likely to be in, or to come into, the
possession of the requester.

Disclosure of this information would be considered unfair under Data
Protection Act / General Data Protection Regulation 2018. By that, we mean
the likely expectations of the data subject that his or her information
would not be disclosed to others and the effect which disclosure would
have on the data subject. Section 40(2) is an absolute exemption and is
not subject to the public interest test.

2. We do not collect information on energy usage.

3. Under section 21 of the Act the department is not required to provide
information in response to a request if it is already reasonably
accessible to you. We publish information on spending by schools on the
[2]Schools Financial Benchmarking website. To download data for all
schools, covering the latest five years, click on the [3]Data Sources
link. The Excel files list income and expenditure categories, including
expenditure on energy.

If you have any queries about this letter, please contact me. Please
remember to quote the reference number above in any future communications.

If you are unhappy with the way your request has been handled, you should
make a complaint to the Department by writing to me within two calendar
months of the date of this letter. Your complaint will be considered by an
independent review panel, who review panel, who were not involved in the
original consideration of your request.

If you are not content with the outcome of your complaint to the
Department, you may then contact the Information Commissioner’s Office.
