OBE - Kathleen, Mrs. Silvestro, Manager, Contact Centre,
Bathgate, West Lothian, H.M. Revenue and Customs.

In light of Mrs Silvestro's dodgey past (outlined below) prior to being nominated and awarded an OBE please provide full details of

1) who in HMRC nominated her

2) what was presented to the Honours panel

Mystery over top tax boss.

She's a glamorous high-flyer in the stuffy world of the Tax woman
Kathleen Silvestro is in charge of 60 staff at the Inland Revenue's
office in Glenrothes, Fife.

But for the past three weeks, Mercedes-driving Mrs Silvestro has
not been at her desk.

And bosses last night drew a veil of secrecy over her absence.

Even Mrs Silvestro's own staff why she is absent.

One said: "The speculation is but the actual facts of the matter
are a mystery."

Mrs Silvestro lives in a £165,000 home in an exclusive Edinburgh
suburb with businessman husband James, director of catering company
Scotpride Ltd.

In the driveway are a year-old Mercedes and a Mazda with number
plates.

Mrs Silvestro quickly rose through the ranks after joining the
Glasgow tax office when she left school.

A former colleague said: "Kathleen seems for the top."

The Glenrothes office deals with cases covering all of Scotland,
parts of London and Bolton, near Manchester.

It specialises in "the repayment claims of people who don't
normally pay tax".

When asked about her absence, Mrs Silvestro would only say: "I
can't talk about this."

And an Inland Revenue spokesman said: "This is an internal matter.
We have an obligation with staff not to discuss their private
affairs."

The matter related to Mrs Silvestro awarding furniture contracts to
her husband without going out to tender.

On 26 October 2007, just a few months before being awarded an OBE
The Herald Newspaper reported "Tax office ticked off over poor
working conditions for staff"

"Were it a commercial company, the Revenue would now be subjected
to criminal proceedings over its breaches of health and safety
standards, HSE said in a statement. But as prosecutions against the
Crown are not permitted, the tax office was instead subjected to a
Crown Censure on Monday."

Although HSE issued official guidance to the Revenue since it
bought the premises in 2004 recommending it take action, this was
ignored.

Mrs Silvestro was in charge of Bathgate Call Centre during the
period the Health and Safety offence took place.
