FOI Request

Could you please release all the exam papers which students of the MRes in
Economics a sat in the academic years of 2010-2011, 2011-2012, 2012-2013,
2013-2014, 2014-2015, 2015-2016, 2016-2017, 2017-2018, 2018-2019? In
particular, I am interested in MRes Modules:

- EC9A1 Advanced Microeconomic Theory

- EC9A2 Advanced Macroeconomic Analysis

- EC9A3 Advanced Econometric Theory

Response

The University has provided a copy of past exam papers which are made
available to current students (2017/18 and 2018/19 for EC9A1 and EC9A3).

Please note that the module EC9A2 does not have an exam.

The University declines to provide the past exam papers for academic years
prior to 2017/18 as it considers that the exemption under section 43(2) of
the Freedom of Information Act 2000 applies. Section 43(2) states that
“information is exempt information if its disclosure under this Act would,
or would be likely to, prejudice the commercial interests of any person
(including the public authority holding it)”. The University considers
that the release of these exam papers would prejudice the University’s
commercial interests since disclosing this information would reveal the
examination process of the department of Economics, which could be used by
other institutions to their own commercial advantage and undermine the
integrity of the examination process.

 

Examination questions form part of the University’s intellectual property
and are of high commercial value to the University. The questions
themselves are often re-used as the preparation of good exam questions is
very time consuming and therefore releasing past questions would give
those who had seen them an unfair advantage, and potentially affect the
value of the examination scores themselves. The University is required to
ensure that its examination processes adequately test students’ ability
and understanding of the areas taught and therefore disclosure would
undermine that examination process as it would prejudice the ability of
the University to test students consistently and fairly.
