Thank you for your request for information as copied below.  You have
asked two questions about Members’ staff which we have sought to answer
below.

 

In the first instance, it is important to note that the House of Commons
does not employ Members’ staff.  Each individual Member is responsible for
recruiting and managing any staff they require, based on what they
consider to be their business needs.  In addition, it is the Independent
Parliamentary Standards Authority (IPSA) which is responsible for paying
the staff of Members, and not the House of Commons.  This being said, the
House of Commons does have some, limited records relating to Members’
staff, which we have referred to in our responses below.

Some information is held by the House of Commons. 

 

The House receives a monthly report detailing the numbers of MPs’ staff on
the IPSA payroll.  As at 29 June 2021 (the most recent report) there were
3,506 separate individuals listed.  Please note that some of these work
for two or more Members.

 

Members' staff who hold a parliamentary pass sponsored by an MP are
required to register with the House of Commons outside employment
advantaged by their parliamentary pass and certain benefits such as gifts
and hospitality.  These registers provide names of the Members’ staff who
are required to disclose, and are published on our website here:

As this information is already publicly available, it is exempt from
further disclosure in accordance with section 21(1) and (2)(a) of the
Freedom of Information Act 2000 (FOIA), which removes a public authority
from the obligation to provide access to information which is already in
the public domain.  This is an absolute exemption and the public interest
test does not apply.

 

Where Members’ staff have a parliamentary network account, we would hold
the name of the individual and their parliamentary email address. This
information is their personal data and is exempt from disclosure in
accordance with section 40 (2) FOIA.  This is because disclosure of this
information to the public generally, in the House’s view, would not be
consistent with the data protection principle found in Article 5.1(a) of
the UK General Data Protection Regulation (UK GDPR). This is an absolute
exemption and the public interest test does not apply.

 

Please note that not all Members’ staff have parliamentary email
addresses, as Members and their staff are free to use whatever services
they choose in their offices.  If Members staff hold private email
addresses, they are not required to inform us, so this information is not
held by the House of Commons.

As we have previously stated, IPSA is more likely to hold more
comprehensive records about Members’ staff, so you may wish to redirect
your request to them.  IPSA’s contact details can be found at

You may, if dissatisfied with the handling of your request, complain to
the House of Commons. Alternatively, if you are dissatisfied with the
outcome of your request you may ask the House of Commons to conduct an
