House of Commons did not have the information requested.

You asked us for the numbers of emails received and sent by MPs in
Lancashire.
We have considered both possible interpretations of your request:
 

* how many emails were sent by MPs who happened to be located in
Lancashire at the time of receiving/sending
* how many emails were sent by MPs with constituencies in Lancashire

 
The House of Commons does not hold the information requested. 
 
While email communications to @parliament.uk addresses are routed through
or stored on parliamentary email servers, the House of Commons does not
hold this data for its own purposes.  IT administrators may have technical
access to these systems and servers, however, the public authority has
neither created the data transmitted or stored therein, nor does it retain
the material for its own purposes. Therefore data of this nature is not
held by the House of Commons for the purposes of the FOI Act.

However, Members of Parliament are not public authorities for the purposes
of the Freedom of Information Act.  This means that they are not obliged
to respond to requests made under the Act.
 
FOI applies to public authorities and both the House of Commons and House
of Lords are listed as institutions covered by the Act.  In addition,
information held by government offices in relation to ministerial
activities and responsibilities will also be subject to the Act’s
provisions.
However, the Act does not apply to individual MPs (or peers) (they are not
separately listed in the schedules to the FOI Act as public authorities)
or to the information held in their offices and, therefore, MPs are under
no statutory obligation to provide the data requested.  Similarly, the Act
does not apply to political parties.
