contracts on 3^rd February 2020. I have dealt with your request under the

I can confirm that we do hold the information to each of your questions.
Under Section 21 of the Act, we are not required to provide information,
which is already reasonably accessible to you. The information you

Q1. How many Smart Motorway projects are there?

All smart motorway projects awarded to the supply chain are advertised

Q2. What is the contract value of each?

All contracts awarded by Highways England are advertised publicly via the
following websites. Please access the details you need via the following

Q3.  Who are the contractors for each ?

The names of the contractors awarded smart motorway projects are
advertised publicly via Contract Finder (please see link in Question 1).

Q4. How many have overrun or are expected to overrun budget ?

These schemes all include the provision for variations in scope and
duration and associated changes to budgets to accommodate this. They also
include provisions for on-going maintenance. Final accounts under the
contract are agreed post completion of this maintenance period. The smart
motorway schemes referred to in Question 2 are still in this period. Until
the conclusion of this period and the agreement of the accounts we are not
able to advise on any overruns.

Q5. Which are being investigated ?

See response in Question 4.  
Q6. Where online are the contracts and budgets and reviews of each (or
supply them) ?

The details you require are all available publicly via Contract Finder
(please see link in Question 1).

Dear SMP PMO,

Q4. How many have overrun or are expected to overrun budget ?

Which have overrun in any respect to this date?
Highways England has also been forensically auditing Kier’s £160m M23 smart motorway project from junction 8 to 10 in Surrey and West Sussex. This separate investigation was prompted by concerns over how costs spiralled by £60m on the project. One of the areas under scrutiny by independent auditors is said to relate to steeply rising costs on the earthworks package, which is understood to have soared from around £5m to £48m.

you can imagine we are having to prioritise certain work at the moment
which has resulted in the delay.

those that are due to open shortly as well as schemes that have recently
opened for traffic, which have overrun their budget?
