Thank you for your request for information received on 16th September,
2011, and is being dealt with this in accordance with the Freedom of
Information (Scotland) Act 2002.

I write to seek clarification on your request as follows:

Clarification Required :

Please could you clarify if you mean by motoring offences.  I have
attached Central Scotland Police SEJD Crime codes and as you will see
there are several motoring offences, do you mean speeding offences ?
(Group 7 Offences on spreadsheet)

In Question 4  is seeking an opinion or yes / no response, rather than 
information which is recorded / held by the Central Scotland Police Force
accordingly it does not conform to the definition of a request for
information in Section 8 of FOI(S)A  'an authority does not have to answer
your question if this would mean creating new information or giving an
opinion or judgement that is not already recorded'.
