I'm trying to find out what happened to it as it was supposed to have been implemented in FY 2021/22. Please provide meeting minutes, emails, reports and any other documents relating to the implementation of this scheme including any decisions to postpone or abandon it. Please also provide any details of what happened to the funding that was provided to cover the costs of this scheme.

I refer to your correspondence to the council and your request for the
following:

trying to find out what happened to it as it was supposed to have been
implemented in FY 2021/22. Please provide meeting minutes, emails, reports

We apologise for the delays to the implementation of the motorcycle
parking scheme. This has been caused by staff shortages to implement the
traffic regulation orders and inflationary pressures. The Leeds Council
Depot are programming the work, and we will issue updates when available.
We have attached files and email threads relating to the implementation of
the scheme.

You will note from the response provided that some information has been
redacted.  This information comprises of personal data which could lead to
their identification. With specific regard to the personal information
held within the documents the Council considers that this should be
excepted from release under Regulation 12(3) & 13 of the Environmental
Information Regulations, on the basis that it constitutes the personal
information of a third party, and disclosure to a member of the public
would contravene the first data protection principle (namely that personal
data must be processed fairly and lawfully and transparently and shall not
be processed unless at least one of the fair processing conditions is
met).

I trust that this response is satisfactory. Under Regulation 11, however,
you are entitled to make representations to us if it appears that we have
failed to comply with a requirement of the Regulations in relation to your
request. Representations must be made to us no later than 40 working days
after the date you believe we failed to comply with such a requirement. 

We will then consider your representations and supporting evidence and
decide if we have complied, notifying you of our decision as soon as
possible, and no later than 40 working days after the date of receipt of
your representations. 

Under Regulation 18, you are then entitled to apply to the Information
Commissioner for a decision as to whether, in any specified respect, your
request has not been dealt with in accordance with parts 2 and 3 of the
Regulations.
