Dear Waltham Forest Borough Council,

Your website says

"Motorcycles are not required to pay to park in Waltham Forest Council car-parks and in on-street parking bays; and do not need to display permits, vouchers or Pay and Display tickets."

Please provide me with a copy of the relevant traffic order which legislates that motorcycles can park in on street parking bays in Waltham Forest without a permit or without having to Pay and Display.

Your letter to me says the following

"I can confirm on behalf of the Council that the exemption of motorcycles from payment is not contained in any Waltham Forest Traffic Regulation Orders associated with parking places such as car parks and on-street parking bays.

Regardless of an exemption not being contained in any relevant Traffic Regulation Orders the Council has made a decision not to require motorcyclists to pay for parking within the borough. I should also point out that there would be practical difficulties in displaying a parking voucher or pay and display ticket on a motorcycle."

If the Council has taken the decision not to require motorcyclists to pay for parking within the borough of Waltham Forest, please provide me with a copy of the relevant minutes of the meeting of the Coucnil of the Borough of Waltham Forest at which this decision was taken.

I am writing to request an internal review of Waltham Forest Borough Council's handling of my FOI request 'Motorcycle parking for free'.

Your Information department claims that motorcycles can park in on-street bays without payment, but is unable to provide a TRO which confirms this. My request to see the relevant council minutes confirming this decision has been ignored and I have received no response.

Hi Mr.Dhar,
So feeling you at the moment.!.,
start college (5day course) Selbourne Road,next week(travelling by
Peugeot Vivacity 100).,
sent e-mail last week....ignored (passed to RELEVANT department/...bin).,phone calls.....great answerphone,lotta choices,dead ending,
yet according to no.17 on parking website/free m/c parking??.
So conclusion,personal visit............ .

Now have an e-mail,from the head of the parking section,that controls the area I would like to park in.!.,
This is how I worked it:-
#1.contacted Waltham Forest Parking Council direct,which I was told would be passed to the relevant dept.
#2.eventually,received a copy of an inter-departmental e-mail conversation,from responder to requester in black & white,so to speak.
#3.had a minor 'realisation',that they did'nt deem it correct to respond directly to a member of the publics request.!.
#4.came to fully understand,due to the nature of the emotive considerations in regards to what is considered by many.!.-
to be a very negative aspect of council services,flexibilty & thinking outside the box,may be a area that needs to be considered.mk.
