Mortality statistics and active appeals

Response to this request is long overdue. By law, under all circumstances, Department for Work and Pensions should have responded by now (details). You can complain by requesting an internal review.

Dear Department for Work and Pensions,

For your FOI 2018-2684 reply on 'Mortality statistics'
https://www.whatdotheyknow.com/request/4... does the DWP have the ability to provide statistics on the number of claimants who had an active Mandatory Reconsideration or active Appeal in the tribunal system, concerning:

"Total number of working age individuals who flowed off Incapacity Benefit/Severe
Disablement Allowance (IB/SDA) or Employment and Support Allowance (ESA) and
whose date of death was at the same time, by ESA phase of claim (for ESA only).

Great Britain: March 2014 to February 2017
Benefit /Phase (where applicable)

Total: IB/SDA and ESA 119,590
Total: IB/SDA 8,140
Total: ESA 111,450

Phase of ESA claim
(for ESA only)
Unknown 7,940
Assessment phase 9,880
Work Related Activity Group 10,950
Support Group 82,680
https://www.whatdotheyknow.com/request/4...

If you do hold these statistics or can undertake a data match to obtain them, please
disclose all of them for the period 'March 2014 to February 2017', if this
period would cost you more than £600 to comply with, please advise me of
a time period you may be able to disclose information for under this cost limit. Please disclose for month of January 2017 if possible.

Can you also advise if you are able to access administrative data for claimant mortality
for the month of January 2018 for Employment and Support Allowance (ESA)
statistics on the number of claimants who had an active Mandatory Reconsideration or active Appeal in the tribunal system for this time period. If you can access it, please disclose.

What clerical or computer systems does the DWP use to record claimant mortality notified to the DWP under the Under the Social Security (Notification of Deaths) Regulations 2012 http://www.legislation.gov.uk/uksi/2012/... and s125 of Social Security Administration Act 1992 http://www.legislation.gov.uk/ukpga/1992/5 and when next of kin provide information on the date of death of an individual? And what methodology and systems does the DWP uses to data-match these notifications and next of kin information against existing benefit claims?

If any other public authority also holds statistics that are covered by my request, please advise who.

Yours faithfully,

Frank Zola
