The Town and Country Planning (Control of Advertisements) (England) Regulations 2007 require advertisers to apply for express planning consent for any signage erected if it meets the criteria as laid down in the legislation.
Also ANPR cameras are covered by the standard planning requirements.
Can you confirm that the necessary planning consents has been granted at this location?

Thank you for your request for information regarding Morrison's Signage.
Please accept my apology for the delay in reply.
I can advise that the information requested is as follows:
Morrison's car park do not currently have advertisement consent for the
adverts situated within their car park. This issue was highlighted to the
Council at the end of October and logged as a formal enforcement complaint
(ref: ENF/15/0117). Following receipt of this complaint the Council have
investigated this matter and have recently sent a letter, to both
Morrison's and Parking Eye. This letter confirms to the owners the breach
of planning control, and highlights that advertisements displayed without
the benefit of consent is a criminal offence and therefore open to
prosecution from its first display. It was therefore requested that a
timescale for removal should be supplied to the Council or the required
application should be submitted. I am yet to receive any further
correspondence from either offender.
