More Lies and Broken Promises - Greatie and Project Jennifer Community Money and missing assets

Could you please provide me with the following information -

1) a) With the new Lidil opening on Great Homer Street, how much Section 106 has Lidil agreed ?
b)and is it paid? or unpaid? and c) what will the money be spent on?

2) Why did the promise of a new medical Centre, a new Dentist and a new Library on the new site all not materialize? despite the development plans showing and promising to replace three important community assets in The Dentist (Nolan's) and the medical Centre and Greatie Library ( all three was taken away from the Everton and Kirkdale community by the Project Jennifer development and not replaced)

3) a)How much section 106 did the the council receive from the completed Project Jennifer development? b) Has all section 106 monies been received been paid?
c) If no how much is still to be paid? d0 What was the money spent on? d) How much is unspent?

4) How much did St Modwen / Liverpool City Council pay Liverpool City Council for the building known as 'Great Homer Street Library' that was located on Great Homer Street?

In your response to Q2 D you stated that £1600 was spent on ' Costs to prepare the 106 agreement' and £6,476 was spent on 'The monitoring of planning obligations'
Section 106 money is ringfenced for the community and not for paperwork and legal fees can you explain why £8,076 was spent wrongly?

When asking for the total cost of S106 Money from PROJECT JENNIFER you stated £8,076 yet you said the LIDIL development will be paying £6,351 has the total money been miscalculated ?

The money again will be used by paying £1500 on 'The councils legal costs to prepare the section 106 agreement' and £2,425.50 on 'The monitoring of the planning obligations' can you explain why the council is using community money on legal fees and paperwork?
Also will the £2,425.50 be spent on in regards to the Public Art Strategy?

Please see response below to your comments regarding the response. I hope
this clarifies things but please do not hesitate to contact us if any
further questions.
 

 1.  In your response to Q2 D you stated that £1600 was spent on ' Costs

Section 106 money is ringfenced for the community and not for
paperwork and legal fees can you explain why £8,076 was spent wrongly?

The monies were spent in accordance with the Section 106 agreement. The
City Councils polices allows it to, where necessary, secure Section 106
contributions which can be utilised to cover its legal costs incurred in
the preparation of a Section 106 agreement and the administration costs
for monitoring planning obligations.

 

 1.  When asking for the total cost of S106 Money from PROJECT JENNIFER
you stated £8,076 yet you said the LIDIL development will be paying
£6,351 has the total money been miscalculated ?

£8,076 relates to Section 106 agreements completed prior to the Lidl S106
agreement. The two Section 106 amounts can be combined if required to
provide a total S106 amount received in relation to the wider Project
Jennifer site.

 

 1.  The money again will be used by paying £1500 on 'The councils legal
costs to prepare the section 106 agreement' and £2,425.50 on 'The
monitoring of the planning obligations' can you explain why the
council is using community money on legal fees and paperwork? Please
see earlier answer to question 1.

The monies will be spent on costs associated with the preparation of a
public art strategy including where required a public art officer.
