a) What the total value of capital PFI land receipts are expected from the proposed development.

b) What share of the capital PFI land receipts will Woking Borough Council receive for providing access to the proposed housing developments.

c) What other capital or revenues (description and expected value) Woking Borough Council expects to receive to its own accounts from the PFI scheme.

Dear Mr Corney,

 

Thank you for your email dated 22 March 2012 on the above subject,
requesting the following information under the Freedom of Information
Act.  Please find below your questions replicated with the appropriate
answers.

 

a)  What the total value of capital PFI land receipts are expected from
the proposed development.

Reply - The information you request is held by this organisation; however
your request for access to the information is refused because the
exemption in Section 43 of the Freedom of Information Act 2000 applies.
This is because releasing the information is likely to prejudice the
commercial interests of the Council and the tenderers involved. This
exemption is subject to the “public interest test”, i.e. it will only
apply if the public interest in withholding the information outweighs the
public interest in disclosing it. I am satisfied that the public interest
test is not met in this case. Disclosure at this time would be detrimental
to the Council and to the tenderers involved in this tender process. 
Additionally, disclosure would have an ongoing detrimental effect on the
Council's ability to tender for contracts if contractors could no longer
be certain that their commercially sensitive bids could be maintained in
confidence by the Council.

 

b)  What share of the capital PFI land receipts will Woking Borough
Council receive for providing access to the proposed housing developments.

Reply - There is no capital value to the land on which the PFI units will
be built.  However, the Capital Receipt for the Private Development land
will be shared between Surrey County Council and Woking Borough Council in
proportions yet to be agreed.

 

c)  What other capital or revenues (description and expected value) Woking
Borough Council expects to receive to its own accounts from the PFI
scheme.

Reply - Woking Borough Council will expect to receive Section 106 commuted
sums as a condition of the planning consent.  The quantum of the commuted
sums will not be known until the planning application (to be submitted by
the preferred bidder) is determined.  Monthly PFI credits received from
the Government over the 25 year contract period will be paid over to the
PFI contractor monthly as part of the Unitary Charge.

satisfactorily on an informal basis should be dealt with in accordance
