Monthly Payments over £30,000 - Transport Provision

The request was refused by Knowsley Metropolitan Borough Council.

Dear Knowsley Metropolitan Borough Council,

I initially made a FOI request and I had additional questions that I needed answering and Stewart Martin has advised that I make a fresh FOI request

Thank you for the information regarding monthly payments over
£30,000. Please can you clarify some questions below:

1 Can you please advise of the last procurement process for the
provision of transport how many bidders completed tenders or who
expressed an interest to supply such services?

2. How many successful tenderers were given any quantity of work
for the transport provision?

3.Have any successful tenderers had any contracts removed?

4.Given the figures you supplied for the last financial year for
the provision of transport - I note that ONE supplier was awarded
contracts for that year totalling £1.015m, the next TWO nearest
suppliers were awarded contracts totalling £47,960 and £30,767
respectively.

Can you please advise how this one supplier was awarded a
substantial greater degree of contracts than any other supplier?
For example did this supplier tender for a greater quantity or
degree of the provision?

or did this supplier produce or deliver a far technically better
tender? How was this scored?

5. How long has this supplier held this level of work for the
provision of transport for the authority?

6. When is the next Procurement Process becoming available?

7.Please provide the total spend on the provision of Transport for
years 2010 and 2011 and also provide the three top suppliers and
amounts awarded for the two years mentioned above.

Thanks in advance

Yours faithfully,

Peter Davies

Dear Freedom of Information,

Thank you for your reply

Can you also clarify the following:

You state that the successful supplier tendered "the Most Economically Advantageous Tender and made bids for 49 out of 54 lots" can you therefore confirm if this supplier was the cheapest supplier over every other competitor for each single Lot that they competed in.

Please describe what you mean by "Most Economically Advantageous Tender and made bids for 49 out of 54 lots" as this is very ambiguous

Please supply the % difference for every LOT between the successful supplier and the next competitive tenderer in both HTML format and a machine readable format. eg: -5% or +7 %

Please provide the same information for the Adult Social Care Tender

Yours sincerely,

Peter Davies

Dear Freedom of Information,

Please can you confirm how the Adult Social Care october 2013 will be made available for potential tenderers to compete for?

Please confirm the period or timeframe that this contract will run for?

Please express the approximate value of this contract over the timeframe of the contract

Please provide a copy whenever available of the Tender documents

Freedom of Information, Knowsley Metropolitan Borough Council

Dear Mr Davies,

Freedom of Information request F2013-10-2304

We have looked into your request for information about training, and our
response is shown below.

1. Did Radcliffe Taxis, any of its staff or sub contractors pay any costs
or fees to the council for the Provision of the training that you have
mentioned?

No Buccal Midazolam/ Epilepsy and safeguarding are social care training
events and were free of charge to multiagency providers.

2. Did this training take place at third party premises or at council
facilities?

At the Council facilities:

Epilepsy would have been at our training room in the Halewood Centre,
Roseheath Drive, Halewood.

Safeguarding Alerters multi- agency training would have been at Huyton
Suites as over 100 provider services delegates from across the Borough
attend.

3. You state "Training can be made available, on request, to any
organisation that provides support to Knowsley residents, if deemed
appropriate and subject to the availability of resources" What do you
define as being "appropriate"

All training  provided is evidenced based and forms part of the social
care workforce strategies (adults and children’s). There also may be
requirements from regulatory bodies such as CQC or OFSTED which inform
appropriate provision.

There are ad hoc requests from non social care providers (multiagency)
that are linked to safeguarding or risk to residents then, we endeavour to
support non social care providers and offer places when proactively
requested.

My remit on training provision extends to internal social care provision
and to the Private, Voluntary and Independent sector social care
providers.

However we also aim to support multiagency providers who provide services
to vulnerable residents, in terms of minimising risk to our residents
through access to social care awareness raising courses. For example
safeguarding awareness, epilepsy awareness, autism awareness. A few non
social care providers have discussed with us when they have felt there is
a need for awareness raising training to keep our residents safe.

4. You state " Such events are publicised on the Council website, via
leaflets and through public events such as open days and Dignity events.
Also a prospectus of training events is distributed to Social Care
providers. Any spare capacity at these events can be allocated to non
social care providers."

a)Please provide the dates and weblinks that these events were published
on the Councils website.

[1]http://knowsley.learningpool.com/

The prospectus is not on line but hard copies are available at any time
and can be circulated on request.

b)Please provide copies or proofs of the leaflets you state that were
available

Two of our regional partners in this area who regionally send leaflets /
flyers on training opportunities are listed below and could supply
information on request. We circulate their information to all providers
who have proactively requested a place on our distribution list . Training
opportunities are sometimes free or there is sometimes a small charge.
