Subject: Monitoring Officer Reports
Your request is being considered and you will receive a response within
the statutory timescale of 20 working days, subject to the application of
any exemptions. Where consideration is being given to exemptions the 20
working day timescale may be extended to a period considered reasonable
depending on the nature and circumstances of your request. In such cases
you will be notified and, where possible, a revised time-scale will be
indicated. In all cases we shall attempt to deal with your request at the

Further to your request received on 24/04/2023, I confirm that the Council
has now considered your request under the Freedom of Information Act
2000. For ease of reference, I will now address each of your questions in
turn.
1. The name of each Monitoring Officer for the Council since 1.1.2019.
Kindly also provide the dates they were in post and any other roles they
held within the Council (before, during and after).
1.1.2019 to 30.06.2021 Jaqueline Harris-Baker roles held Director of Legal
& Monitoring Officer, Executive Director of Resources & Monitoring Officer
01.07.2021 to 30.09.201 Asmat Hussain, Interim Executive Director of
Resources & Monitoring Officer (no other roles held before, during or
after)
01.10.22 to 31.03.22 John Jones, Interim Monitoring Officer (no other
roles held before, during or after)
31.03.22 to 30.06.22 Andrew Hunkin, Interim Monitoring Officer (no other
roles held before, during or after)
01.07.22 to present Stephen Lawrence-Orumwense, Director of Legal Services
and Monitoring Officer
2. Please provide the date of every report made by the Monitoring Officer
under Section 5 of the Local Government and Housing Act 1989.
All reports made by the Monitoring Officer under Section 5 of the Local
Government Housing Act are in the public domain and thus this is exempt
from Croydon Council under Section 21 of the Freedom of Information Act
2000, ‘Information reasonably accessible to the applicant by other means’.
Section 21 is an absolute exemption and therefore does not require the
public interests balancing test to be applied. The council can confirm
