Monies required for visa application as dependents

Home Office did not have the information requested.

Dear Home Office,
Your website says that visas Tier 2 dependents have to have £630 for each in a bank for ?? weeks if they apply for visas as dependents of tier 2 visa applicant. This seems to apply both for spouse and children. The main Tier 2 applicant is guaranteed by the NHS body
If they do not have bank account because of conditions/security in the country from which they are applying and only have cash what happens then?
Can I as a British citizen and relative either (i) apply for a UK bank account for them ? or (ii) can I act as guarantor for this money?

Dear Home Office,
Can you please clarify about dependents forTier 2 visa applications
They need £630 per person applying including children yes or no?
You say it should have been held in a bank account for a few weeks prior to application? What happens if bank accounts are not feasible. Can they open an account here before they apply? Or can I as an individual here act as guarantor for this amount for a relative applying?
