Money raised from the sale of wood chip.

Dear FOI,

Sheffield City Council has been cutting down trees in the City despite considerable public protest. My request was made to discover the amount of money raised from the sale of woodchip created from the felled trees and sold for biomass energy production.

From their reply the Council seems either not to know, or to be deliberately not keeping a record, or maybe they feel it is too sensitive to reveal.

However you look at it, if a local authority sells off sensitive local assets then the amount of money raised really ought to be in the public domain if we are to have a fair and transparent democracy.

Dear Mr Snook,
 
First of all please accept my apologies for the delay in getting this
internal review response to you, we have experienced a large number of
requests and as a result have a backlog. We have allocated extra resource
to addressing the backlog and I would like to apologise for any
inconvenience caused.
 
In relation to your request, I am sorry that you are not happy with the
response you received.
 
In this case I do appreciate that the Council could, under our Section 16
duty to provide advice and assistance to a requestor, have noted further
detail in regard to the management of tree materials once a tree has been
felled. However I would draw your attention to the Council’s handling of
your previous request which is accessible at:

We have provided further details in regard to the general management of
wood post replacement activity in this earlier reply.
 
In terms of the specific terms of your request  “Please advise what
proportion has been used for which purpose and how much money has been
raised from the sale of woodchip for biomass”, as noted in our initial
response we do not hold information in this regard. This is due to the
wood collected waste coming into the ownership of Amey under the Streets
Ahead contract provisions. As a result Sheffield City Council does not
hold the proportion of timber waste used for each purpose or the money
raised from sale to biomass. This is due to the disposal and use of waste
products being under the control of Amey. This information is not a
contractual reporting requirement to the Council and Amey will not be
holding the related information on our behalf. As a result the Council
does not hold the information requested under the terms of the Act which
was correctly confirmed in our initial response.
 
After reviewing your response, I am satisfied that this information is
available on the link provided below, and therefore cannot overturn the
exemption. I am sorry if this is not the response you would have liked;
however, the Act has been correctly applied in this case.
