Monetary totals attached to COT3 and Compromise Agreements

Dear Herefordshire Council,

Thank you very much for your response to a previous FoI request I made in February 2013, which is similar to today's new one:

This was very helpful. I would now like to repeat this earlier request and ask for some updated information for the period between 12th February 2013 and today's date 21st September 2014.

The following is an excerpt from The Audit Commission's "By Mutual Agreement":

"Within local government, there is a new requirement for
authorities to publish in their statements of accounts the
individual financial details of any severance payments to all
senior officers earning over £50,000. Those earning over £150,000
are to be identified by name, with all others by post title. These
provisions form part of a wider requirement to publish all aspects
of remuneration of senior officers, such as salaries and bonuses,
and come into effect fully on 1 April 2010."

Further, a fairly recent case at the Tribunal (Information Rights) found against the appellant Craven District Council on the matter of payments made using public funds to a departing Chief Executive Officer:

An important aspect and one which swayed the judge when making the above decision was the council's attempt to conceal the amount of public funds used in securing the retirement of the Officer.

I believe the ongoing Herefordshire Council approach to be similar in that an unknown quantity of public funds attached to a number of dispute cases may have been used to
achieve similar outcomes.

A strong public interest is steadily building in knowing the amount of funds used, the processes surrounding these decisions, and how they've been made under what seems to be a complete lack of scrutiny or oversight by sitting councillors.

I therefore ask that you look at this new FoI request in detail, and provide figures for all of the officers who received COT3 and compromise agreements - the same way you detailed them in your response to my request of February 2013 (above).

Please take care to explain and break down the figures carefully before responding.

Your last response for "COT3 and Compromise agreement monetary totals" left room for doubt. As a result the true total was unclear.
