Monaco in the EU/Association

The request was successful.

Matthew William C. Malton

Dear Foreign and Commonwealth Office FIO,

I would be extremely grateful if without distracting the FCO from its valuable missions, you could take the time to provide me with any documents or legal advice/ any pertaining information which you may provide onto the following:

At this stage so before the negotiations start,
1- What is the position of HM Government with regards to the desire expressed by the Principality of Monaco to enter an association agreement/ framework agreement with the EU. Is the UK supportive of that aim, if yes under what conditions and if not why.
2- Would the UK be prepared to consider Monegasque Subjects in a similar/equivalent manner to other EU Citizens with the same rights and responsibilities. Would HMG expect reciprocity from Monaco concerning UK/EU Citizens.
3- What is the UK input to the negotiations mandate being given by EU member states to the commission in that matter.
4- To HMG knowledge, do all countries concerned share the same opinion, if not which ones differ and why.

Please would you able to provide your information and any reply letter or rejection notice issued as per the FOI Act in a.pdf format instead of a plain pasted reply like an email so that I may be able to better adapt the information to my disabilities(zooming and the like)

Many thanks for your help,
Best wishes,

Matthew William C. Malton

Dear Mr Latchmore,

RE: Refining of request 1096-14.
Thank you very much for your reply to my FOIA request. I understand the FCO's point about its vagueness and I had not realize it would ask so much work to the FCO, something which of course I would not like and never intended to cause in the first place as I believe it would be disproportionate.

I have taken note of the fact that you thought that section 12 would be appropriate in this instance but that you also advised me to refine the request, an opportunity for which I am very grateful.

Henceforth, instead of any documents or legal advice, in relation to my four initial questions, would the following be acceptable to you:

- the minimum amount of documents and or legal advice so as to enable the requester to gain sufficient knowledge so as to understand the position of the UK with regards to the subject of the request; granted of course that the information provided should remain at all times way below the cost limit both as described in terms of finance or translated in terms of days of work as mentioned in your reply from the 19th of December.

In the hope that the above would receive the satisfaction of the Foreign and Commonwealth Office,

Yours faithfully,

Mr Malton

Foreign and Commonwealth Office

I will be out of the office until 29 December.
