Modern slavery NRM referrals for criminal exploitation
Dear Haringey Borough Council,
I am writing to you under the Freedom of Information Act 2000 to request the following information in relation to the victims of forced criminality known as ‘criminal exploitation’.
For the six month period January to June 2023 please provide the following information:
The number of NRM referrals made by your local authority as First Responder relating to reported ‘criminal exploitation’ broken down by age, gender and nationality of the potential victim.
The number of NRM referrals made by your local authority flagged as ‘county lines’
For the NRM referrals for criminal exploitation for children under 18 years old how many were (i) in mainstream school, (ii) in alternative provision at the time of referral
For the NRM referrals for criminal exploitation for children under 18 years old how many had been (i) persistently absent from school or (ii) severely absent from school in the 12 months prior to referral.
For the NRM referrals for criminal exploitation for children under 18 years old how many were (i) a ‘looked after’ child or (ii) a child in need prior to referral.
For the NRM referrals for criminal exploitation for adults aged 18 years and above, how many have (i) had their care and support needs assessed and (ii) been provided with support under a support plan under the Care Act 2014.
If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under the Section 16 obligations of the Act, as to how I can refine my request.

My response is as follows:
For the six-month period January to June 2023 please provide the following
information:
1. The number of NRM referrals made by your local authority as First
Responder relating to reported ‘criminal exploitation’ broken down by
age, gender, and nationality of the potential victim.
There were 22 referrals to the NRM for Haringey covering the period 1
January 2023 to 30 June 2023.
• Of these referrals, 16 were for adults (18yrs+) and 6 were for
children.
• The majority of the referrals were Albanian (10 in total). The others
comprised nationalities such as British and Turkish, however, the
numbers for these groups are too low to report on for risk of
disclosure.
• Criminal exploitation accounted for 12 referrals out of the 22 (6
classified as child criminal exploitation and 6 classified as adult
criminal exploitation). The numbers are too small to disaggregate by
age, gender, or nationality for risk of disclosure.
2. The number of NRM referrals made by your local authority flagged as
‘county lines’.
NRM referrals data shows that there were zero referrals flagged as county
lines over the above reporting period.
3. For the NRM referrals for criminal exploitation for children under 18
years old how many were (i) in mainstream school, (ii) in alternative
provision at the time of referral For the NRM referrals for criminal
exploitation for children under 18 years old how many had been (i)
persistently absent from school or (ii) severely absent from school in
the 12 months prior to referral.
Incidents which Haringey staff have identified for children under 18 years
during the period specified above would be submitted to the NRM via the
link on the following form: [1]https://www.modernslavery.gov.uk/start.
Any NRM referral would be submitted to the Metropolitan Police or Home
Office. As such, it is recommended that this part of the request should be
directed to the Metropolitan Police or Home Office who would hold this
information.
4. For the NRM referrals for criminal exploitation for children under 18
years old how many were (i) a ‘looked after’ child or (ii) a child in
need prior to referral.
A request is recommended to the Metropolitan Police or Home Office to
access this information.
5. For the NRM referrals for criminal exploitation for adults aged 18
years and above, how many have (i) had their care and support needs
assessed and (ii) been provided with support under a support plan
under the Care Act 2014.
A request is recommended to the Metropolitan Police or Home Office to
access information relating to the Care Act 2014.
