Dear Gloucestershire Constabulary,

As part of ongoing data sharing protocols, incidents stored either on a log or the Force Crime System (FCS) relating to slavery and human trafficking are shared with the Home Office for reporting purposes.

Please provide the number of incident reports logged by your constabulary under the following opening codes between the periods of 1 June 2019 and September 31 2019.

N200/01 - NRM referral pending reasonable grounds decision
N200/02 – NRM referral negative reasonable grounds decision
N200/03 – NRM referral - Duty to notify only
N200/04 – NRM referral – Positive reasonable Grounds/Police Referral – Outside England and Wales
N200/05 – NRM referral – Negative reasonable Grounds – Outside England/Wales
N200/06 –NRM referral – transferred to another force in England and Wales

Please note that logged incidents should not be omitted on the basis of their eventual recording status. This request is for incident reports that fit the above criteria, which may or may not eventually be recorded.

Kind regards,
M Esslemont

Dear Gloucestershire Constabulary,

Thank you for acknowledging my FOI, viewable here, in the absence of a reference number: https://www.whatdotheyknow.com/request/m...

I wish to raise a time complaint, which I will be happy to withdraw upon the provision of a revised time frame by which to expect this request.

I would also like to add a point of clarification, that I request this data as separate figures according to each opening code rather than as one amalgamated figure. Please do not hesitate to contact me if further clarification is needed.

Yours faithfully,
M Esslemont

Please accept my apologies for the delay in providing you with a response
to your request. This has been due to an exceedingly high volume of
requests and resourcing issues which have impacted both upon the
Information Disclosure team and the business areas upon whom we rely to
supply the information.

Please find your response attached and I apologise for any inconvenience
caused as a result of the delay.

Yours sincerely,

Dear Ms Cramb,

Please forward this correspondence on to the third-party staff member responsible for conducting internal reviews.

I wish to request an internal review of case ref 1082, on the basis that an exemption under section 12(1) has been incorrectly applied. I make this contestation on the basis that constabularies must provide information, as per the formatting in the outlined opening codes, to the Home Office at regular intervals. You have claimed that this data would need to be collected on a case-by-case basis by opening individual case files, which is how you have accounted for a cost implication exceeding £450.

I believe that, whilst some variations may exist in the IT platforms used to process such incidents, my initial FOI makes clear reference to the fact that some forces may not call their logs a Force Crime System (FCS), but will nonetheless provide this data to the Home Office.

I believe that, upon further inspection, an internal review will find that the data requested in case ref 1082 adheres to well-documented reporting standards already set by central Government, that the nature of the data (referral-focused) passes a Public Interest Test, and that the current crime reporting regime allows you to provide me with the requested data with ease.

Yours sincerely,
M Esslemont
