Dear Mr Roberts,
Thank you for your email of 3 July 2023 requesting the following information:
“Thank you for your reply. You now know 100% that you are dealing with Corruption,
as Jack Melling the lead of the team that developed the experimental vaccine regime
at Porton Down 1990 which was then subjected to troops early 1991, was the
exposure most under the microscope from veterans and media at the time. As the
obvious cause of epidemic levels of sickness in the troops of the only 5 Nations of the
36 Nations deployed to be injected with the experimental regime. Jack Melling should
have been the last person of 7 billion people on the planet advising Congress on how
to approach its search for the cause of the epidemic levels of gulf war illnesses.
Obviously not a surprise he would wish to steer the investigations away from the
cause. Himself and his team.
This is the most blatant Cover Up & Corruption case you are likely to witness in your
lifetime. We are assuming you have now followed your own policy and reported the
said corruption & cover up that has now been pointed out to you?
If you do not adhere to your own policies, then what is the point of having them?
Please provide information confirming that this corruption is now being dealt with
internally in line with policy & good practise. If you require 20 days as a new info
request whilst policy is carried out/ allowing current administration to govern within
the 'Rule of Law'., then please do so. If following 20 days, there still remains no
information surrounding the reporting of corruption internally, then please instruct an
internal review. It is important that the public are able to see how their veterans are
treated by not only past administrations, but by the current administration too.”
I am treating your correspondence as a request for information under the Freedom of
Information Act 2000 (FOIA). A search for the information requested has now been
completed within the Ministry of Defence (MOD), and I can confirm no information in scope
of your request is held.

to you (FOI2023/07316, dated 30 June 2023), please note that a FOIA request is not the
correct process for raising concerns about corruption within the MOD. Please use the
guidance in the links that we have provided. Alternatively, if you believe a crime has been
committed, you can contact the Police.
If you are not satisfied with this response or you wish to complain about any aspect of the
handling of your request, then you should contact us in the first instance at the address
above. If informal resolution is not possible and you are still dissatisfied then you may
apply for an independent internal review by contacting the Information Rights Compliance
team, Ground Floor, MOD Main Building, Whitehall, SW1A 2HB (e-mail

40 working days of the date on which the attempt to reach informal resolution has come to
an end.
If you remain dissatisfied following an internal review, you may take your complaint to the

investigate your case until the MOD internal review process has been completed. Further
