Mobile Speed Detection Van Situated at the off Slip Road Pound Street Larne
Dear Police Service of Northern Ireland,
A mobile Speed Detection vehicle usually is parked on a grassed area on a slip road off onto Pound Street Larne, also known as the Harbour Dual Carriageway Larne.
As vehicles approach the 40 MPH portion of the road a Mobile Detection Van is seen parked up on the grass verge at the side of the main highway and is also parked on or near a public footpath.
Question 1 : Have there ever been any failed motoring convictions with regard to the placement or parking of this mobile detection unit at this particular area in which the driver places the vehicle.
Question 2 : If there have ever been any failed convictions regarding the placement of this Mobile Detection Unit please forward all relevant information as to why the convictions failed.
Question 3 : Outline in detail - areas ( including public roads and footpaths ) in which the detection vehicles under Northern Ireland Statue / Law are NOT allowed to park on. eg : private property or property which the vehicle has not had the landowners permission.
Question 4 : Who owns the land on which this vehicle is regularly seen parking on at the Pound Street Slip Road. If Larne Borough Council owns this strip of land please forward all letters of permission granting parking authority for Mobile Vehicles to park on this site.
Question 5 : Give a detailed description as to how this vehicle enters and parks in this area.
as the area does not have dropped kerb permission from the Department of Environments or Road Service of Northern Ireland It cannot be classed as a layby.
Question 6 : Are there any known detrimental effects or divets to the grass area of the area on which this vehicle sits and, have there been any complaints or recorded warnings given from any landowner with regard to parking on this area by the Mobile Detection Unit.
Question 7 : If the Land has been adopted by the Road Service of Northern Ireland, please provide documented authority which classified this road as a layby and drop kerb permissions as required by Road Service of Northern Ireland.
Question 8 : How much does this particular site generate financially since the site has been used to detect speeding vehicles.
Question 9 : how much of that revenue is split with other parties and provide a full financial breakdown of who receives any monies from this revenue.

This request will be dealt with under the terms of the Freedom of
Information Act 2000. A response should be sent to you within 20 working
days however I would like to advise you that PSNI are currently
experiencing a delay in the processing of requests and we aim to respond
to your request as soon as possible.
If your request is unclear and clarification is required the 20 day
legislative time limit dictated by the Freedom of Information Act 2000
will be stopped until we receive clarification of your request. The ICO
guidance at paragraph 40 of the link below sets out that the clock begins
anew the day after the clarification is received. It states
“If the requester subsequently provides enough detail to enable the
authority to identify and locate the information, then the authority must
respond to the clarified request within a new 20 working day time limit
with the ‘clock’ starting the day after it receives the required
clarification. “

In the event where the cost of complying with the request would exceed the
“appropriate level”, which is fixed at £450, as stated in the Freedom of

Wilmslow, Cheshire, SK9 5AF. In most circumstances the Information
Commissioner will not investigate a complaint unless an internal review
procedure has been carried out, however the Commissioner has the option to
investigate the matter at his discretion.
