The information requested will not be disclosed and in accordance with the Freedom of Information Act 2000 this is a Refusal Notice.

Unfortunately we cannot provide this information because it would exceed the time limit for requests, which is 18 hours (as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004). This is because the information is not recorded in a way that would allow an electronic search to be run to locate the exact information. An electronic search would need to be run, wich is likely to result in a significant volume of information due to the search terminology required. A manual search would then be required of every individual record to locate the information requested. Therefore, the information requested is exempt under Section 12 of the Act, which is that the cost of compliance exceeds the appropriate limit.

Please consider refining your request so that it can be answered within the time limit. I regret the format of the response makes it exceptionally difficult to understand - the first 2,044 pages are virtually unintelligible with no more than one or two words or figures per line. Please can the information be provided in a legible format
