Misusing police resources (and position) to harass/stitch-up members of the public

Dear Dorset Police,

1) What measures are in place to prevent officers abusing their position by committing police resources to harass/stitch-up etc., members of the public who have got on the wrong side of officers serving with Dorset police, for example, by exposing corruption/misconduct?

2) What position of seniority would an officer serving with Dorset police need to hold for it to be feasible for him/her to be successful in carrying out this kind of abuse?

Dear FOI,

I'll reword the second element of my request.

What level of seniority/rank would a police officer serving with the force need to hold to have the authority (if he/she so wished) to delegate subordinate police officers to carry out a regime of unwarranted harassment to an individual against whom the officer holds a grudge.

Dear Dorset Police,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Dorset Police's handling of my FOI request 'Misusing police resources (and position) to harass/stitch-up members of the public'.

You have provided the following in respect of my 1st question;

"All police officers and police staff are required by law to adhere to the Standards of Professional Behaviour and the Code of Ethics. There is a robust complaints process overseen by the IPCC through which members of the public can raise any concerns they may have."

Requiring all police officers etc. to adhere to the Code of Ethics is not really a measure in place to prevent the described misconduct. Police officers can simply choose not to adhere to the code. I would like to know what preventative measures are in place.
