Dear Hampshire Constabulary,

1) What measures are in place to prevent officers abusing their position by committing police resources to harass/stitch-up etc., members of the public who have got on the wrong side of officers serving with Hampshire Constabulary, for example, by exposing corruption/misconduct?

2) What position of seniority would an officer serving with Hampshire Constabulary need to hold for it to be feasible for him/her to be successful in carrying out this kind of abuse?

FREEDOM OF INFORMATION REQUEST REFERENCE NO: HC/01529/17

 

The following request for information under the Freedom of Information Act
was received by the Public Access office at Hampshire Constabulary on the
date listed above:

 

1) What measures are in place to prevent officers abusing their position
by committing police resources to harass/stitch-up etc., members of the
public who have got on the wrong side of officers serving with Hampshire
Constabulary, for example, by exposing corruption/misconduct?

 

2) What position of seniority would an officer serving with Hampshire
Constabulary need to hold for it to be feasible for him/her to be
successful in carrying out this kind of abuse?

 

Your request will be considered in accordance with the legislation and you
will receive a response within the statutory timescale of 20 working days,
subject to the provisions of the Act.  In the unlikely event that
Hampshire Constabulary is unable to meet the 20 working day deadline, you
will be informed as soon as possible and given a revised time-scale for
response.

 

To be accepted, any clarification(s) to your request must be submitted in
writing directly to the Public Access team at Hampshire Constabulary. 

If your request requires either full or partial transference to another
public authority, you will be informed.  Should you have any further
enquiries concerning this matter, please write or contact Public Access on

As you may be aware, anyone may make a request under the Freedom of
Information Act, and once that request is in compliance with Section 8 of
the legislation, a public authority is obliged to comply with it.  This is
also linked to the general principle of FOI in relation to decisions on
disclosure being based on an “applicant blind principle.” 

 

However, if the request does not comply with the rules within Section 8,
it does not legally constitute a request.  This is very important as the
public’s access to the legal processes linked to the legislation are not
available, if it does not constitute a legal request, for example being
able to complain to the Information Commissioner or Tribunal Service.  

 

The key point from this, in relation to your request, is the fact that
you, as the requester, must use your real name.  Before we are able to
process any further with the questions or clarification, we require
evidence that “H J Wilson” is in fact your real name.  This can be posted
to the address below or emailed directly to us.

 

As such, we will place your request on hold pending this information.

H.J, They have judged you `Guilty`of the offence of providing false information without explaining the grounds for their suspicions.You are supposed,in theory,to be innocent until proved guilty, but they have something to hide and,ultimately, you will not learn anything because they will say ìnformation not held`or one of their usual excuses.Ask them to clarify, maybe, where section 8 requires you to provide proof of identity, as it could easily be interpreted as simply provide a name to collate with a particular request.BTW,Hampshire police are part of the money processing schemes, for CRB checks etc, set up by ACPO so they are bound to be defensive about information leakage.
