FREEDOM OF INFORMATION REQUEST REFERENCE NO: 165-17-202

I write in connection with your recent F.o.I. request which was received
on 23^rd February, 2017. I note you are seeking access to the following
information:

Could I request a blank copy of a missing persons or MISPER form?

Your request will now be considered in accordance with the Freedom of
Information Act 2000. You will receive a response within the statutory
timescales of 20 working days as defined by the Act, subject to the
information not being exempt or containing a reference to a third party.
In some circumstances Surrey Police may be unable to achieve this
deadline. If this is likely you will be informed and given a revised
time-scale at the earliest opportunity.

There may be a fee payable for the retrieval, collation and provision of
the information you request. If this is the case you will be informed and
the 20 working day timescale will be suspended until we receive payment
from you. If you choose not to make payment then your request will remain
unanswered.

Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

I have double checked with the MISPER department and they have confirmed that Surrey Police do not hold blank MISPER forms as they are computer generated, and we are under no obligation to create one.

If you are not satisfied with your response then Surrey Police provides you the right to request a re-examination of your case under its review procedure.

Dear Surrey Police,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Surrey Police's handling of my FOI request 'Missing person / MISPER form', reference: 165-17-202 and I am dissatisfied by the response.

It is my understanding that police officers (or police community support officers, or others) collect details of missing persons when they are reported. These details are recorded (by paper means or electronic means).

I have requested details of this in the aforementioned freedom of information request. Therefore, it is my understanding that:
(a) Surrey Police does hold the information I am requesting (whether it be a paper form or electronic).
(b) a blank version does exist, evidenced by the logical sense that the officer filling out one of these forms will be doing so on a blank version, and therefore, one does not need to be created as one already exists.

It would be my understanding that if (b) is false or untrue, that officers are filling out missing person reports on pre-filled out forms (electronic or otherwise).

Because of this, I would like to ask that you review this request and the response.
