Dear Department of Health (Northern Ireland),

It has been well documented that the western Trust historically and consitently over many years diverted funding specifically meant for the learning disabled and placed it elsewhere.

The learning disabled , their families , their loved ones, all deserve to know the following;

1. How and why it happened.
2. Who knew about it.
3. How this practice continued for as long as it did, potentially decades.
4. Why no disciplinary action has been taken
5. Why no apology has been issued.
6. Why six years alter no pay back has been made to families.
7.What measures DOH has done to enusre this never happens again/How did DOH /HSCB not see this years before it occured.

An investigation is mandatory at this stage, to ascertain the answers to the questions above.

I want to ask the DOH, why has no investigation taken place to date, and when does Mr Swann plan to do so.
